RECOMMENDING AWARD OF CONTRACT FOR PROCUREMENT OF QRPHO SUBSCRIPTION PACKAGE AND ENTERPRISE WEBSITE HOSTING AND DOMAIN SERVICE OF THE OFFICIAL WEBSITE OF THE PROVINCE OF EASTERN SAMAR
WHEREAS, the Provincial Government of Eastern Samar recognizes the importance of reliable and high-performance data network infrastructure in the delivery of efficient and technology-driven public services;
WHEREAS, to improve internal connectivity, data management, and access to digital services across its offices, the Provincial Government deems it necessary to implement a project for the Supply, Delivery, and Installation of QRPHO System Subscription for 1,100 Users with priority for one (1) year, and one (1) year Enterprise Website Hosting fee with 99.99% uptime (1500 MB or 15GB Disk space with 100GB Monthly Data Transfer);
WHEREAS, Section 48, Rule XVI of the Revised Implementing Rules and Regulations (IRR) of Republic Act 9184, otherwise known as the “Government Procurement Reform Act,” provides that to promote economy and efficiency, the procuring entity may resort to any of the Alternative Methods of Procurement;
WHEREAS, the Bids and Awards Committee (BAC) has determined that this procurement shall be undertaken through Negotiated Procurement – Small Value Procurement under Section 53.9 of the Revised IRR of RA 9184, considering that the total amount involved does not exceed the threshold for such procurement method;

WHEREAS, the BAC conducted the necessary canvass and negotiation and identified SYMHONICS CO. LTD. as technically, legally, and financially capable of delivering the requirements;
WHEREAS, after successful negotiation, SYMHONICS CO. LTD. accepted the terms of reference prepared by the end-user unit and offered a quotation in the total amount of [₱387,235.20] THREE HUNDRED EIGHTY-SEVEN THOUSAND TWO HUNDRED THIRTY-FIVE PESOS & 20/100, inclusive of all applicable taxes and charges;
NOW THEREFORE, we, the Members of the Bids and Awards Committee, upon motion duly seconded, hereby RESOLVE, as it is hereby RESOLVED:
• To recommend for approval to the Head of the Procuring Entity of the Provincial Government of Eastern Samar the award of contract for the Supply, Delivery, Installation of QRPHO System Subscription for 1,100 Users with priority for one (1) year, and One (1) year Enterprise Website Hosting fee with 99.99% uptime (1500 MB or 15GB Disk space with 100GB Monthly Data Transfer) to SYMHONICS CO. LTD. in the total amount of [₱387,235.20] THREE HUNDRED EIGHTY-SEVEN THOUSAND TWO HUNDRED THIRTY-FIVE PESOS & 20/100, through Alternative Method of Procurement – Negotiated Procurement (Section 53.9 of RA 9184).
