Invitation to Bid for the 25AG0244 - Repair/Rehabilitation/Reconstruction of Macabit Elementary School (School ID: 101240) Bani, Pangasinan

1. The Department of Public Works and Highways – Pangasinan 1^st District Engineering Office, through the DepEd BEFF - Quick Response Fund (QRF), GAA FY 2025 intends to apply the sum of ₱6,358,849.97 being the Approved Budget for the Contract (ABC) to payments under the contract for Repair/Rehabilitation/Reconstruction of Macabit Elementary School (School ID: 101240) Bani, Pangasinan with Contract ID No. 25AG0244. Bids received in excess of the ABC shall be automatically rejected at bid opening.

1. The Department of Public Works and Highways – Pangasinan 1^st District Engineering Office now invites bids for the hereunder Works:

Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).

1. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA).

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to the citizens of the Philippines.

1. Interested bidders may obtain further information from Department of Works and Highways – Pangasinan 1^st District Engineering Office and inspect the Bidding Documents at the address given below from 8:00 a.m. to 5:00 p.m..

1. A complete set of Bidding Documents may be acquired by interested bidders on September 23, 2026 to October 12, 2026 from given address and website/s below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of ₱10,000.00.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that the bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

1. The Department of Public Works and Highways – Pangasinan 1^st District Engineering Office will hold a Pre-Bid Conference on September 30, 2026, 10:00 A.M. at 2nd Floor, Conference Room of DPWH – Pangasinan 1^st District Engineering Office, Pandayan Street, Poblacion, Alaminos City, Pangasinan and/or through videoconferencing via ZOOM and live-streamed on YouTube: https://youtube.com/@DPWHPangasinan1DEO, which shall be open to prospective bidders.

1. Bids must be duly received by the BAC Secretariat at the address below for manual submission or at electronicbids_pangasinan1@dpwh.gov.ph for electronic submission on or before October 12, 2026, 10:00 a.m. Late bids shall not be accepted.

1. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

1. Bid opening shall be on October 12, 2026  at 10:00 A.M., immediately after the deadline of dropping of bids at the 2nd Floor, Conference Room of DPWH – Pangasinan 1^st District Engineering Office, Pandayan Street, Poblacion, Alaminos City, Pangasinan and/or through videoconferencing via ZOOM and live-streamed on youtube: https://youtube.com/@DPWHPangasinan1DEO. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

1. All prospective bidders shall be required to submit a sworn disclosure of relations and beneficial ownership, clearly identifying the natural persons who ultimately own, control, or benefit from the bidding entity, whether directly or indirectly, through shareholding, voting rights, contractual arrangements, or other means of control. Implementing offices shall be responsible for verifying and validating the accuracy and completeness of disclosures to detect and prevent conflicts of interest, prohibited relationships, or attempts to circumvent procurement rules. This is intended to safeguard the integrity of the procurement process against fraud, collusion, and undue influence.

1. The Department of Public Works and Highways – Pangasinan 1^st District Engineering Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
