Invitation to Bid for 26BK0087 - Basic Infrastructure Program (BIP) - Multi-Purpose Buildings/ Facilities to Support Services - Construction of Multi-Purpose Building,  Phase II, San Marcos, Cabarroguis, Quirino, 16.519995, 121.513657

1. The Department of Public Works and Highways – Quirino District Engineering Office, through the GAA FY 2026 intends to apply the sum of ₱99,000,000.00 being the Approved Budget for the Contract (ABC) to payments under contract for 26BK0087 - Basic Infrastructure Program (BIP) - Multi-Purpose Buildings/ Facilities to Support Services - Construction of Multi-Purpose Building,  Phase II, San Marcos, Cabarroguis, Quirino, 16.519995, 121.513657. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The DPWH - Quirino District Engineering Office through its Bids and Awards Committee now invites bids for Construction of Multi-Purpose Building. Completion of Works is required within 303 Calendar Days from the date of receipt of the Notice to Proceed (NTP). Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).
3. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

1. Interested bidders may obtain further information from DPWH - Quirino District Engineering Office and inspect the Bidding Documents at Procurement Staff Office, Quirino District Engineering Office during weekdays 8:00 A.M to 5:00 P.M.
2. A complete set of Bidding Documents may be acquired by interested bidders on September 29, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of ₱50,000.00.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

The DPWH - Quirino District Engineering Office will hold a Pre-Bid Conference on October 6, 2026, 9:00 A.M at Bidding Room, 2^nd Floor Gymnasium, DPWH –Quirino District Engineering Office and/or through video conferencing via ZOOM Meeting ID: 460 121 7399 Passcode: PrU_24 and through live-stream on YouTube Channel: www.youtube.com/@DPWH.Quirino.DistrictEO, which shall be open to prospective bidders.
2. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat: (i) manual submission at the address indicated below or (ii) online or electronic submission through the electronic bidding facility of the PhilGEPS, as indicated below October 28, 2026, not later than 10:00 A.M. Late bids shall not be accepted.

8)       All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.

9)       Bid opening shall be on October 28, 2026 immediately after the deadline of submission of bids at Bidding Room, 2^nd Floor Gymnasium, DPWH –Quirino District Engineering Office and/or via ZOOM Meeting ID: 460 121 7399 Passcode: PrU_24 and through live-stream on YouTube Channel: www.youtube.com/@DPWH.Quirino.DistrictEO. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

11)     The DPWH - Quirino District Engineering Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
