Invitation to Bid for:

1. The DPWH – Pampanga 1^st District Engineering Office, through the following source of fund, intends to apply the sum of the following Approved Budget for the Contract (ABC) to payments under the following contract:

Bids received in excess of the ABC shall be automatically rejected at bid opening.

1. The DPWH – Pampanga 1^st District Engineering Office now invites bids for the hereunder Works:

Completion of the Works is required within the stated calendar days of the projects contract duration. Bidders should have completed, from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents,17 particularly, in Section II. Instructions to Bidders (ITB).

1. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”, with the Lowest Calculated and Responsive Bid (LCRB) being Declared as the winning bid.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

1. Interested bidders may obtain further information from DPWH – Pampanga 1^st District Engineering Office and inspect the Bidding Documents at the address given below, Monday to Friday from 08:00 a.m. to 05:00 p.m.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

The DPWH – Pampanga 1st District Engineering Office will hold a Pre-Bid Conference on September 25, 2026, 09:00AM, at BAC Conference Room, DPWH- Pampanga 1st DEO, Sindalan, City of San Fernando, Pampanga and/or via YouTube Livestreaming - @DPWH.Pampanga1DEO, the official YouTube channel of DPWH - Pampanga 1^st DEO, which shall be open to prospective bidders.

1. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through (i) manual submission at the address indicated below or (ii) online or electronic submission through the electronic bidding facility of the PhilGEPS, as indicated below on or before October 07, 2026, 10:00 A.M. Late bids shall not be accepted.

1. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.

1. Bid opening shall be on October 07, 2026, 10:00 A.M. at the address below and/or via YouTube Livestreaming - @DPWH.Pampanga1DEO, the official YouTube channel of DPWH - Pampanga 1^st DEO. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

1. Bid submission maybe done manually or electronically/online. However, bidders should only select one mode of submission, either manual or electronic. Similar to manual submission, the guidelines for the preparation and submission of an electronic bid are contained in the BDS.

1. Prospective Bidders should be (1) registered with and classified by the Philippine Contractors Accreditation Board (PCAB) with PCAB LICENSE Category of Small “B” for Contract ID No. 26CG0098-26CG0100 AND Medium “A” for Contract ID No. 26CG0101. The description of an eligible Bidder is contained in the Bidding Documents, particularly, in Annex II-1.1 B Section II and III of Bidding Documents.

In addition, Contractors/applicants who wish to participate in this bidding are encouraged to enroll in the DPWH Civil Works Application (CWA) at the DPWH Procurement Service (PrS), 5th Floor, DPWH Bldg., Bonifacio Drive, Port Area, Manila, while those already enrolled shall keep their records current and updated. The Contractor’s eligibility to bid on the project will be determined using the DPWH Contractor Profile Eligibility Process (CPEP) and subject to further post-qualification. Information on registration can be obtained from the PrS during working weekdays from 7:00 am to 4:00 pm or at the DPWH website www.dpwh.gov.ph.

In view of the full implementation on assigning only qualified and competent project engineers of the contractors and consultants in the implementation of DPWH project, accreditation and assignment of Contractors' and Consultants' Project Engineers are hereby prescribed (DPWH - D.O. 169 Series of 2025)

1. Consistent with the Department Order No. 110, series of 2024, with the Subject “Implementation of ISO 9001:2015 Certification Requirement for Large “A”, Medium “B”, and Medium “A” Contractors in the Procurement of Infrastructure Projects of the Department. Interested Contractors/ Prospective Bidders should include their ISO 9001:2015 certification or its latest version applicable as part of the project requirements in the bidding documents for infrastructure projects.

1. To ensure compliance with Section 82 of the Implementing Rules and Regulations (IRR) of Republic Act (R.A.) No. 12009, otherwise known as the New Government Procurement Act (NGPA), on the Declaration of Beneficial Ownership, all are hereby directed to include in the issued Bidding Documents, under ITB 12.1 (h), Project Requirements, the mandatory submission of the following documents:

1. 1. Latest General Information Sheet (GIS) reflecting the Beneficial Ownership Information (BOI), duly received by the Securities and Exchange Commission (SEC) for corporations; and

1. 1. Sworn Affidavit of Eligibility and beneficial Ownership for all bidders, including sole proprietorship

This directive is likewise in line with the Philippine Government Electronic Procurement System (PhilGEPS) Advisory No. 2025-007 which requires entities with existing Platinum Membership to update their eligibility documents by submitting their latest GIS reflecting the BOI in the Government of the Philippines – Official Merchant Registry (GoP-OMR), pursuant to Section 20.2.9.1 of the IRR of R.A. No. 12009, which provides that:

“All manufacturers, suppliers, distributors, contractors, consultants, and service providers shall upload and maintain in PhilGEPS a valid and updated file of eligibility documents:

The DPWH- Pampanga 1^st District Engineering Office, reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
