REQUEST FOR EXPRESSION OF INTEREST

1. The Department of Public Works and Highways, Leyte 4th District Engineering Office, Ormoc City, through the PDE FY 2026 intend to apply the sum of indicated being the Approved Budget for the Contract (ABC) to payments under the contract for the following procurement projects. Bids Received in excess of the ABC shall be automatically rejected at bid opening, viz:

1. The Department of Public Works and Highways, Leyte 4th District Engineering Office, Ormoc City now calls for the submission of short-listing documents for the above Procurement Projects using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS). Short-listing documents of interested consultants must be duly received by the BAC Secretariat on or before 9:00 AM on September 15, 2026 at DPWH Conference Room, DPWH 4th District Engineering Office, Ormoc City. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

1. Interested bidders may obtain further information from Department of Public Works and Highways, Leyte 4th District Engineering Office, Ormoc City and inspect the Bidding Documents at the address given below from 8:00 A.M. to 5:00 P.M.

1. A complete set of Bidding Documents may be acquired by interested Bidders on September 08, 2026 from the given address below Department of Public Works and Highways Leyte 4th District Engineering Office, Ormoc City and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand (Php 5,000.00) for CID No. 26CSIF0003 and Five Thousand (Php 5,000.00) for CID No. 26CSIF0004.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

1. The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations (IRR). The short-list shall consist of three (3) eligible bidders who will be

entitled to submit bids manually. The criteria and rating system for short-listing are:

Applicable Experience           -  35 pts.

Qualification of Personnel     -  40 pts.

Job Capacity                     -  25 pts.

Total                                       -  100 pts.

1. Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

1. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure. The Technical and Financial Proposals shall have weights of sixty-five percent (65%) and thirty-five percent (35%), respectively. The criteria and rating system for the evaluation of bids are provided in the Instructions to Bidders.

1. Short-Listing Documents must be received by the Procuring Entity’s BAC at the address indicated in the Request for Expression of Interest or through online submission on or before the date and time indicated in the SDS.

1. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

1. The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5 therein.

1. The BAC, through its Secretariat, may ask in writing the bidder for a clarification of its bid. All responses to requests for clarification shall be in writing.

1. The Department of Public Works and Highways, Leyte 4th District Engineering Office, Ormoc City reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
