The Department of Public Works and Highways (DPWH), Leyte 2nd District Engineering Office, Macarthur,Leyte, through the Bids and Awards Committee (BAC), invites suppliers/manufactures/distributors/contractors to submit quotation for the procurement projects listed below under Small Value Procurement pursuant to Section 34 of the Implementing Rules and Regulations (IRR) of Republic Act No. 12009, otherwise known as the New Government Procurement Act (NGPA).
Pursuant to said law and applicable GPPB/DPWH issuances, the corresponding Request for Quotation (RFQ’s) are caused to be posted in the PhilGEPS website, the DPWH website and at conspicuous places/bulletin boards of the DPWH, Leyte 2nd District Engineering Office, Poblacion District 1, Macarthur, Leyte for a period from July 10 to 17, 2026.
Please quote your best offer for the item/s described herein, subject to the attached Request for Quotation (RFQ) Forms for each project, which form an integral part hereof and contain the detailed terms and conditions, technical specifications and documentary requirements. Submit your quotation, duly signed by your authorized representative, not later than 10:00 A.M. of July 17, 2026. RFQ opening shall be on July 17, 2026 immediately after the deadline of submission of RFQ at the Conference Room, DPWH, Leyte 2nd District Engineering Office, Poblacion District 1, Macarthur,Leyte.

The evaluation of quotation shall employ non-discretionary “pass/fail” criteria and the quotation with the Single/Lowest Calculated and Responsive Quotation (LCRO) shall be recommended for award, subject to post-qualification in accordance with RA 12009 and relevant GPPB/DPWH issuances.
All particulars relative to the request for, submission, receipt, opening, evaluation and post-qualification of quotations, as well as the award of contract, shall be governed by RA 12009 and pertinent GPPB/DPWH issuances on Small Value Procurement.
The DPWH Leyte 2nd District Engineering Office assumes no responsibility whatsoever to compensate or indemnify any supplier, manufacturer, distributor, or contractor for any expenses or losses that may be incurred in the preparation and submission of quotations, nor does this Notice or the issuance of the RFQs create any vested right or obligation on the
part of the Government to award the contract. The Head of the Procuring Entity (HoPE), upon recommendation of the BAC, reserves the right to reject any or all quotation, declare a failure of procurement, or not award the contract at any time prior to contract award, in accordance with RA 12009 and applicable rules, without incurring any liability to the affected supplier/s.
