Procurement of Various Supplies and Materials

1. The City Government of Manila intends to apply the amount of Seven Million Three Hundred Twenty Six Thousand Nine Hundred Ten Pesos Only (Php7,326,910.00) from the Other Supplies and Materials Expenses, being the Approved Budget for the Contract (ABC), as the maximum allocable sum for disbursement in satisfaction of the obligations arising under the contract for the Procurement of Various Supplies and Materials for the Department of Environment and Public Services, under ITB No. 2026-10-143. For purposes of procurement compliance and fiscal discipline, any bid submitted with a financial offer exceeding the ABC for the specified lot shall, without need for further evaluation, be forthwith rejected during the bid opening proceedings.

2. The City Government of Manila now invites bids for the Procurement of Various Supplies and Materials for the Department of Environment and Public Services. Delivery of Goods is required within Thirty (30) calendar days upon receipt of Notice to Proceed. Prospective Bidders should have completed contracts similar to the Project within the last three (3) years from the date of submission and receipt of bids. In addition, Bidders should submit a Single Largest Completed Contract (SLCC) similar to the contract to be bid equivalent to at least fifty percent (50%) of the Approved Budget for the Contract (ABC). Bidders may present a combination of similar contracts completed within the period required provided their total value is at least fifty percent (50%) of the ABC, with bidders having completed at least one (1) similar contract amounting to at least twenty five percent (25%) of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section 52.4.1.3 (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulation (IRR) of RA No. 12009. The Lowest Calculated Bid (LCB) shall be the criterion for determining the award.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to R.A. 5183.

4. Interested bidders may obtain further information from City Government of Manila and inspect the Bidding Documents at the address given below during 7:00 A.M. to 4:00 P.M.

5. A complete set of Bidding Documents may be acquired by interested Bidders from October 21, 2026 – November 12, 2026, 8:30 A.M. from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos (Php10,000.00) for the above stated project. The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person.

6. The City Government of Manila will hold a Pre-Bid Conference on October 29, 2026, 2:00 P.M. at City General Services Office, 4th Floor Rm. 442, Manila City Hall Building, A.J. Villegas St., Ermita, Manila, or through video conferencing which shall be open to prospective bidders.

7. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat, through manual submission at the office address indicated below on or before November 12, 2026, 12:00 P.M. Late Bids shall not be accepted.

8. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1

9. Bid opening shall be on November 12, 2026, 2:00 P.M., City General Services Office, 4th Floor Rm. 442, Manila City Hall Building, A.J. Villegas St., Ermita, Manila, or through video conferencing. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

10. The BAC and all concerned are hereby enjoined to strictly follow the provision stipulated in Implementing Rules and Regulation of Republic Act No. 12009, Sec. 62.1, as follows: “From submission and receipt of bids until the approval by the HOPE of the ranking of short listed bidders, those that have submitted their bids are prohibited from making any communication with any BAC member, including its staff and personnel, as well as its Secretariat and TWG, regarding matters connected to their bids. However, the BAC, through its Secretariat, may ask in writing for a clarification of its bid. All responses to request for clarification shall be in writing.

11. The City Government of Manila reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
