INVITATION TO BID FOR

PROCUREMENT OF Cartridge, 40x51mm:  HE, Medium velocity

1. The Philippine Army, through FY 2025 ASA Number 2200-2026-0354 intends to apply the sum of THIRTY-SEVEN MILLION SEVEN HUNDRED FORTY-SIX THOUSAND SIX HUNDRED ELEVEN PESOS and 49/100 (PhP37,746,611.49) being the Approved Budget for the Contract (ABC) for the procurement of Cartridge, 40x51mm: High Explosive, Medium Velocity for the Philippine Army as indicated below. Bids received in excess of the ABC shall be automatically rejected in bid opening.  

1. The Philippine Army now invites bids for the above Procurement Project. Delivery of the Goods and services is required pursuant to the delivery schedule indicated above.  Bidders should have completed a contract similar to the Project within ten (10) years from the deadline for submission of Bids.  The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II (Instructions to Bidders).

1. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

Bidding is open to all interested Bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR.

1. Interested bidders may obtain further information from the Philippine Army Bids and Awards Committee 2 Secretariat and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM, Monday to Friday, excluding holidays.

1. A complete set of Bidding Documents may be purchased by interested Bidders starting September 2, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest guidelines issued by the GPPB, in the amount of TWENTY-FIVE THOUSAND PESOS (PhP25,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

1. The Procuring Entity will hold a Pre-Bid Conference on September 10, 2026, 9:00 AM at PABAC2 Conference Room, Fort Andres Bonifacio, Taguig City and/or through video conferencing via Zoom, which shall be open to prospective Bidders.

1. Bids must be duly received by the PABAC2 Secretariat through manual submission at the office address indicated below, on or before September 24, 2026, 9:00 AM. Late bids shall not be accepted.

1. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

1. Bid opening shall be on September 24, 2026, 9:00 AM at PABAC2 Conference Room, Fort Andres Bonifacio, Taguig City and/or via Zoom.  Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

1. In the event of a tie among two or more post-qualified bidders (such as LCRB, HRRB, MEARB, or MARB), the Bids and Awards Committee (BAC) shall break the tie using a non-discretionary and non-discriminatory method, such as drawing lots.

1. The Procuring Entity reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.

1. The award criterion for this project will be Lowest Calculated Bid (LCB).
