CD 50-3.10.6 Magnolia Street Reconstruction, Whitaker Borough

AI Summary

The Steel Rivers Council of Governments has issued a solicitation to reconstruct the Magnolia Street corridor in Whitaker Borough, extending from Cedar Street to Cherry Street. The project will overhaul the existing 0‑4‑inch bituminous pavement, employing milling to remove the worn surface and laying a new 2‑inch Superpave binder course, followed by a 1½‑inch Superpave wearing course to provide a durable, high‑performance roadway. In addition to the pavement layers, the contract requires the installation of eight PennDOT‑specifed handicap access ramps that comply with local accessibility standards, as well as repair and restoration of the surrounding street environment per instructions from the municipal engineer.

Work will be performed to the specifications outlined in the Contract Specifications and Instruction to Bidders documents, all of which are available on the PennBid portal. Contractors must submit fully complied proposals that include all required forms and agreements; the tender emphasizes adherence to federal labor, civil rights, and equal opportunity provisions, as well as Section 3 requirements for the use of lower‑income residents where feasible. While the procurement document contains broad regulatory obligations, the core construction task remains focused on delivering a modern, resilient roadway and compliant accessibility features for the local community.

The pavement work shall apply a 2‑inch Superpave 19.0 mm binder course (2090 SY) and a 1½‑inch Superpave 9.5 mm wearing course (2090 SY).
