Community Impact Fund - Evaluation Partner

AI Summary

The North East Mayoral Strategic Authority is seeking an independent Evaluation Partner to conduct a programme‑level assessment of the £12 million North East Community Impact Fund (CIF). The CIF is designed to improve outcomes for children and families experiencing poverty by strengthening the capacity, capability and sustainability of the voluntary, community and social enterprise (VCSE) sector and by promoting more preventative and outcomes‑based approaches to service delivery within the region. The evaluation will focus on how effectively CIF’s funding and support are being implemented, the emerging outcomes of its various components, and the value for money achieved through its interventions, including efforts to build VCSE capability, commissioning readiness and the delivery of preventative services.

The chosen partner will be responsible for synthesising evidence from across all CIF‑supported activities and establishing a robust foundation for measuring the long‑term contribution of the fund to improved outcomes for children and families. In addition to the evaluation assessment, the partner must support continuous learning and improvement throughout the delivery of the program, providing practical findings and actionable recommendations to inform future commissioning, investment and VCSE support strategies across the North East. The engagement will also include a periodic 6‑month option to extend the award, reflecting the ongoing nature of the fund’s appraisal needs. Independent evaluation methods and rigorous data analysis must underpin all recommendations to ensure credibility and relevance for future policy and practice.
