Invitation to Bid for Construction (Completion) of Multi-Purpose Building, Leyte Normal University, Tacloban City N=11.236620° E=125.001353°

1. The DPWH-Tacloban City District Engineering Office, through the GAA 2026 intends to   apply   the   sum   of   Fourteen    Million    Eight    Hundred    Fifty    Thousand Pesos (P 14,850,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for 26IM0012-Readvertise - Construction (Completion) of Multi-Purpose Building, Leyte Normal University, Tacloban City N=11.236620° E=125.001353°. Bids received in excess of the ABC shall be automatically rejected at bid opening.

1. The DPWH-Tacloban City District Engineering Office now invites bids for:

 Bidders should have completed, within 10 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, Section II. Instruction to Bidders (ITB).

Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. The award criterion shall be determined as Lowest Calculated Responsive Bid (LCRB).

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

Interested bidders may obtain further information from Procurement Staff of DPWH- Tacloban City District Engineering Office and inspect the Bidding Documents at the address given below from 8:00 A.M. TO 5:00 P.M.

1. A complete set of Bidding Documents may be acquired by interested bidders on September 23, 2026 – October 13, 2026 at 9:00 A.M. from the given address and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 25,000.00.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

1. The DPWH-Tacloban City District Engineering Office, will hold a Pre-Bid Conference on October 01, 2026, 9:00 A.M. at DPWH-TCDEO Procurement Conference Room and/or through video conferencing/webcasting via YouTube Live streaming, http://www.youtube.com/@DPWH.TaclobanCityDEO which shall be open to prospective bidders.
2. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat. Bid submission maybe done manually or electronically/online (email to: electronicbids_taclobancity@dpwh.gov.ph). However, bidders should only select one mode of submission, either manual or electronic. Similar to manual submission, the guidelines for the preparation and submission of an electronic bid are contained in the BDS ITB Clause 19. Late Bids shall not be accepted.

6)         All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.

7)         Bid opening shall be on October 13, 2026 at 9:00 A.M. at DPWH-Tacloban City DEO, Procurement Conference Room, Tacloban City and/or via YouTube Live streaming, http://www.youtube.com/@DPWH.TaclobanCityDEO. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

8)         All bidders shall submit statement all ongoing government and private contracts and must have a computed NFCC that is at least equal to the Approved Budget for the Contract (ABC).

            All “Class A” documents shall be maintained current and updated in the PhilGEPS. Failure to comply with the foregoing shall result in automatic disqualification pursuant to R.A. No. 12009

9)         The DPWH-Tacloban City District Engineering Office, New Bus Terminal Brgy. 91, Abucay, Tacloban City reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
