CITY OF BINAN

INVITATION TO BID

1. The City Government of Binan, through the General Fund for CY 2026 intends to apply the sum of Php 1,999,566.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Construction of 54 units deepwell at various barangays in the City of Binan, Laguna under Project Identification No. BINAN-PB-134-2026. Bids received in excess of the ABC shall be automatically rejected at bid opening.

1. The City Government of Binan now invites bids for the above Procurement Project.  Completion of the Works is required within SIXTY (60) calendar days after issuance of the Notice to Proceed. Bidders should have completed a contract similar to the Project within five (5) years.  The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

1. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 12009.

1. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens pursuant to RA No. 5183.

1. Interested bidders may obtain further information from BAC- City of Binan and inspect the Bidding Documents at the address given below from 9:00 am to 4:00 pm, Mondays to Fridays (except holidays).

1. A complete set of Bidding Documents may be acquired by interested bidders from October 26, 2026 to November 19, 2026 from the BAC Office, City Annex Building, Brgy. Zapote, City of Binan, Laguna, upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of FIVE THOUSAND PESOS (Php 5,000.00) and upon submission to the BAC Secretariat of the printed copy of  PhilGEPS Notice Reference Number with Project Status “Added into My Opportunities”. The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person

Representatives of interested bidders must bring proper Authorization (in printed format) from their company and competent proof of identification in all stages of the procurement process.  Only those representatives who secured proper Authorization (i.e. in case of partnership, corporation, cooperative or joint venture – Original or Certified True Copy of Duly Notarized Secretary’s Certificate, Board/Partnership Resolution or Special Power of Attorney, whichever is applicable, designating the entity’s authorized representative or in case of sole proprietorship – Original or Certified True Copy of Duly Notarized Special Power of Attorney for authorized representative) shall be entertained.

1. The City Government of Binan will hold a Pre-Bid Conference on November 4, 2026 , 9:00 AM at the BAC Office, City Annex Building, Brgy. Zapote, City of Binan, Laguna, which shall be open to prospective bidders. To ensure completeness and compliance of bids, Bidders are advised to send not more than two (2) technical/administrative representatives who will prepare the bid proposal.

1. Bids must be duly received by the BAC Secretariat through manual submission at the office address as indicated on or before November 19, 2026  until 9:00am. Late bids shall not be accepted.

1.  All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

1. Bid opening shall be on November 19, 2026, 10:00 AM at the given address. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 

1. The City Government of Binan reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
