Invitation to Bid

for the

Construction of Level II Water Supply System Through Solar Submersible Pump, Purok 8,

Brgy. Durian, Las Nieves, Agusan del Norte (REBID)

1. The Provincial Government of Agusan del Norte through the 20% DF CY 2026, Account Code No. 8919-300-021 intends to apply the sum of Php. 5,774,384.25 being the Approved Budget for the Contract (ABC) to payments under the contract for Construction of Level II Water Supply System Through Solar Submersible Pump, Purok 8, Brgy. Durian, Las Nieves, Agusan del Norte (REBID). Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The Provincial Government of Agusan del Norte now invites bids Construction of Level II Water Supply System Through Solar Submersible Pump, Purok 8, Brgy. Durian, Las Nieves, Agusan del Norte (REBID). Completion of the Works is required 130 Calendar Days. Bidders should have completed, within 10 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II Instruction to Bidders (ITB).
3. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. The award shall be given to the bidder with the Lowest Calculated Responsive Bid (LCRB) following the procedures under Section 61 and 63 of the same IIR.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

1. Interested bidders may obtain further information from Provincial Government of Agusan del Norte - BAC and inspect the Bidding Documents at BAC Secretariat Office, Provincial Capitol Compound, Butuan City from Monday to Friday 8:00AM to 5:00PM.
2. A complete set of Bidding Documents may be acquired by interested bidders at BAC Secretariat Office and upon payment of a nonrefundable fee for the Bidding Documents on the amount of Php. 10,000.00 at the Provincial Treasurer’s Office Cashier. The Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
3. The Provincial Government of Agusan del Norte will hold a Pre-Bid Conference on October 6, 2026, 2:00PM at BAC Office Conference Room, Capitol Compound, Butuan City which shall be open to prospective bidders.
4. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before October 20, 2026, 1:00PM. Late bids shall not be accepted.

8)            All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.

9)            Bid opening shall be on October 20, 2026, 1:30PM at BAC Conference Room, Capitol Compound, Butuan City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

10)           Any person purchasing the Bid Documents must present any valid identification cards and authorization from the prospective contractor to purchase bidding documents for the specific projects.

11)           The Provincial Government of Agusan del Norte reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
