Corrigendum-Rehabilitative Services for women in prison or the community
AI Summary
The Ministry of Justice is inviting suppliers to provide a second‑generation rehabilitative service for women who are in prison or in the community across England, excluding Greater Manchester, and throughout Wales. The contract will create a woman‑centred, trauma‑responsive approach that aims to replace the current system and to support a wide range of needs for those who have been involved in the criminal justice system. The service must cover all stages of the criminal justice journey, from custody through to re‑entry, and be aligned with national expectations for offender rehabilitation and community safety.
The agreed programme will support women to build a pro‑social identity through meaningful relationships, community networks, and where appropriate, contact with family and children. It will also help participants develop strengths and skills for self‑sufficiency, including the setting of achievable personal goals. The service will facilitate progress toward recovery from substance misuse, mental health challenges and abuse, and will provide practical support for women to secure and maintain housing, secure employment, and manage their finances sustainably.
Partnering agencies will collaborate closely to expand reach, enhance capabilities, and deliver flexible, responsive outcomes. All service providers must operate as part of a woman‑centred, trauma‑responsive programme that adheres to the United Kingdom’s national standards for rehabilitation and offender re‑entry.
Description
There is an indicative competition launch date of October 2026, an indicative award date of August 2027 and an indicative go-live date of January 2028. Please note that all key decisions including budgets and contract length are yet to be approved through internal governance.
Based on our current thinking, the women's services will provide a combined, woman-centred, trauma-responsive service to help women:
• Build a pro-social identity including supportive relationships, social and community networks and, where appropriate, contact with family and children.
• Build strengths and skills to set goals and become self-sufficient.
• Progress towards recovery from substance misuse, mental health challenges and abuse.
• Achieve and maintain sustainable outcomes in relation to housing, employment and financial management.
Together and within the contract, we aim to create responsive, flexible solutions and foster lasting, positive impacts. Partnership-working will be at the core of these contracts to significantly enhance the capabilities and reach of the involved entities.
Please note that there are several topics that are currently being reviewed as part of the scoping these include the procurement route to market and the length of the future service.
