Corrigendum-Technical and Highways Works Framework

AI Summary

The City of Salford is inviting contractors to join an open framework agreement for the delivery of technical and highways works across the city. The framework is designed to provide a flexible procurement mechanism that will be re‑opened at years three and six, enabling the Council to respond rapidly to the evolving needs of its Highway Infrastructure Asset Management Plan. The scope covers a broad range of activities, from minor resurfacing and footway improvement to full lifecycle design and delivery of large‑scale highway alterations, and includes all required labour, supervision, plant, materials, and ancillary support.

The framework is divided into several distinct lots. Lot 1 covers minor highway improvement works such as resurfacing of roads and footways and small network management enhancements. Lot 2 focuses on the design and delivery of highway alterations, from safety interventions to extensive active‑travel corridors and major junction remodelling. Lot 3 involves the provision of all necessary labour, supervision, plant, traffic management, testing and temporary works to complete the agreed works to the Service Specification. Lot 4 is concerned with general structures, constructing and maintaining retaining walls, bridges, footbridges, subways, and signal gantries, while Lot 4d is dedicated to landscape and associated works, encompassing new hard and soft landscaping projects and their maintenance. Each lot is managed through further competition, with suppliers ranked on a weighted score and awarded sequentially.

Contractors will be assessed on a scoring system that weights price (50 %), quality (35 %) and social value (15 %). All works must comply with UK statutory and safety standards, adhere to the specified Service Specification and Pricing Schedule, and use the BCIS Index for pricing where applicable.
