Court Funds Office Service
AI Summary
The Ministry of Justice seeks a comprehensive digital transformation of the Court Funds Office service, which presently provides specialised banking and investment support for civil courts across England and Wales, including the Court of Protection. The procurement aims to replace bespoke and manual processes with a secure, web‑based platform that allows court clients—primarily children and Court of Protection cases—to view and manage their account information and transactions online. The new solution must also automate the handling of deposits, payouts and interaction with the Lord Chancellor’s equity investment product, the Tracker Fund supplied by Legal & General, while maintaining the operational and back‑office capabilities that underpin current service delivery.
The transformation must preserve the statutory safeguarding responsibilities of the Accountant General and the oversight of the Office of the Accountant General. Accordingly, the platform must meet the regulatory framework set out in the Administration of Justice Act 1982 and Court Funds Rules 2011, ensuring secure, compliant processing and record‑keeping for all court‑related funds.
Description
The CFO service, under the instructions of the Court, allows for deposits to be lodged, paid out and to interact with the Lord Chancellor’s equity Investment product (Tracker Fund) provided by Legal & General for court clients {mainly Children and Court of Protection Clients (CoP)}. CFO also provides operational and back-office services for all said activities. Given the specific rules and regulations, the current service provided includes bespoke and manual requirements not ordinarily provided by a banking service provider.
This procurement aims to deliver a solution that enables the complete digital transformation of the CFO service, providing clients with secure, web-based access to account information and processing, while removing legacy barriers to efficiency.
