DPS Transport for Education, Social care and other transport requirements (East Lothian Council)
AI Summary
East Lothian Council is establishing a Dynamic Purchasing System (DPS) to secure a range of public road transport services aimed at supporting education, social care and a variety of other passenger needs within the East Lothian area. The DPS will cover four vehicle categories: multi‑purpose vehicles (MPVs) of 5 to 8 seats, including salon cars with 4 seats; wheel‑chair accessible MPVs of the same seating capacity; minibuses seating 9 to 16 passengers, also with wheelchair access where required; and larger vehicles that exceed 17 seats. Service providers may join the DPS at any time, and contracts awarded through the system will be delivered via mini‑competitions, with a 96‑month term and the option for renewal beyond the original expiry date.
The procurement is open to operators holding a current Public Service Vehicle (PSV) Operator’s Licence or a Taxi/Private Hire Car (PHC) licence issued under the Civic Government (Scotland) Act 1982. Participants must provide evidence of insurance covering employer’s liability, public liability, and motor vehicle coverage with minimum limits of £5 million per incident for liability, and unlimited third‑party death or bodily injury, with a minimum of £5 million per claim for property damage. Staff assigned to the contracts are required to be appropriately vetted in accordance with the Protection of Vulnerable Groups (Scotland) Act 2007, and all vehicle operations must comply with the specified seating and accessibility standards in each category.
Description
ELC is setting up a Dynamic Purchasing System ("DPS") to procure these contracts. A DPS is completely electronic system and is similar to a framework agreement but a key difference is that, unlike a framework agreement, suppliers can join a DPS at any time.
Contracts operated through this DPS can generally be undertaken by taxis, private hire cars, minibuses and buses, including the requirement for those of these vehicles to be capable of carrying passengers in wheelchairs.
The DPS will be split into the following categories:
-Category 1: MPVs (5-8 seats), including salon cars (4 seats).
-Category 2: MPV- Wheelchair Accessible Vehicle (WAV)- (5-8 seats)
-Category 3: Minibus (9-16 seats), including wheelchair accessible vehicles
-Category 4: Vehicles above 17 seats
Contracts under the DPS will be awarded following mini competitions.
