Invitation to Bid for Construction of Roadnets and Drainage System at 4RCDG, RESCOM, PA, Camp Regio de Dios, Tanza, Cavite

1. The Philippine Army, through the General Appropriations Act for FY 2025 (Continuing) intends to apply the sum of Thirteen Million Three Hundred Nineteen Thousand Two Hundred Two Pesos (PhP13,319,202.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Construction of Roadnets and Drainage System at 4RCDG, RESCOM, PA, Camp Regio de Dios, Tanza, Cavite. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The Philippine Army now invites bids for Construction of Roadnets and Drainage System at 4RCDG, RESCOM, PA, Camp Regio de Dios, Tanza, Cavite. Completion of the Works is required Sixty (60) Calendar days reckoned from the date of receipt of Notice to Proceed (NTP). The bidder must have completed an SLCC that is similar to the procurement project to be bid. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).
3. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

1. Interested bidders may obtain further information from Philippine Army and inspect the Bidding Documents at the address given below from 08:00 AM to 5:00 P.M., Monday to Friday, excluding holidays.
2. A complete set of Bidding Documents may be acquired by interested bidders on 11 September 2026 (Friday) from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty-Five Thousand Pesos (PhP25,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

The Philippine Army will hold a Pre-Bid Conference on 1:30pm, 18 September 2026 (Friday) at PABAC3 Conference Room, Fort Bonifacio, Taguig City and/or through video conferencing via zoom link (to be provided before start of the Pre-Bid Conference) which shall be open to prospective bidders. However, each bidder is allowed only ONE representative to enter the venue.
2. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before 02 October 2026 /1:30pm (Friday). Late bids shall not be accepted.

8)         All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.

9)         Bid opening shall be on 1:30pm, 02 October 2026 (Friday) at PABAC3 Conference Room, Fort Bonifacio, Taguig City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

11)       The Philippine Army reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
