Engagement of the Services of a Health Maintenance Organization (HMO) for the Health Care Insurance of the Employees of the City Government of Mandaluyong

1. The City Government of Mandaluyong, through the General Appropriations Ordinance 2026 – Current Appropriations intends to apply the sum of Seventeen Million, Nine Hundred Thirty-Four Thousand Pesos (Php17,934,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the ENGAGEMENT OF THE SERVICES OF A HEALTH MAINTENANCE ORGANIZATION (HMO) FOR THE HEALTH CARE INSURANCE OF THE EMPLOYEES OF THE CITY GOVERNMENT OF MANDALUYONG. Bids received in excess of the ABC shall be automatically rejected at bid opening.

1. The City Government of Mandaluyong now invites bids for the abovementioned project. The Delivery of the Goods shall be completed within thirty (30) days in accordance with Section VI (Schedule of Requirements) of the Bidding Documents for the project.

Bidders should have completed, at least ten (10) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

1. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

1. Interested Bidders may obtain further information from BAC Secretariat and inspect the Bidding Documents at the address given below from Mondays to Fridays, during office hours, 8:00 AM – 5:00 PM, except non-working days (i.e., Saturday and Sunday), legal holiday, or special non-working holiday, or other nonworking days duly declared by the President, Mayor or other Government Official authorized to make such declaration.

1. A complete set of Bidding Documents may be acquired by interested Bidders on 30 September 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos (P10,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

1. The City Government of Mandaluyong will hold a Pre-Bid Conference on 08 October 2026 at 1:00 P.M. at the BAC Office, 2^nd Floor Executive Building, City Hall Complex, Maysilo Circle, Plainview, Mandaluyong City, which shall be open to prospective Bidders.

1. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on or before 12:30 NN of 21 October 2026 Late bids shall not be accepted.

1. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

1. Bid opening shall be on 21 October 2026 at 1:00 P.M. at the BAC Office 2^nd Floor Executive Building, City Hall Complex, Maysilo Circle, Plainview, Mandaluyong City.  Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

1. The abovementioned project is undertaken in accordance with the provisions on Medical Allowance under Executive Order No. 64, s. 2024 issued by the President of the Republic of the Philippines. The budget per employee shall be P7,000.00 per member. The City Human Resource Management Department shall provide the list of all qualified employees that will be availing the medical insurance from the chosen HMO Provider for a period of one (1) year from January 1, 2027 to December 31, 2027.

After the issuance of the Notice to Proceed and prior to the commencement of the one-year medical insurance coverage, the HMO Provider, as part of the contract, shall do and perform all acts necessary to register and enroll the qualified employees to the project.

1. The unit price offered by the bidder must be inclusive of 12% VAT.

Bidders shall bear all costs associated with the preparation and submission of their bids, and the City Government of Mandaluyong will in no case, be responsible or liable for those costs, regardless of the conduct or outcome of the bidding process.

Bidders should note that the City Government of Mandaluyong will accept bids only from those that have paid the applicable fee for the Bidding Documents.

The City Government of Mandaluyong assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids.

In accordance with Government Procurement Policy Board (GPPB) Circular 04-2026 - Guidelines on the Resolution of Tied Bids through Tie-Breaking Method, the Bids and Awards Committee (BAC) shall use a non-discretionary and non-discriminatory measure based on sheer luck or chance, which is “DRAW LOTS,” in the event that two (2) or more bidders have been post-qualified and determined as the bidder having the Lowest Calculated Responsive Bid (LCRB) to determine the final bidder having the LCRB, based on the following procedures:

a) In alphabetical order, the bidders shall pick one rolled paper.

b) The lucky bidder who would pick the paper with a “CONGRATULATIONS” remark shall be declared as the final bidder having the LCRB and recommended for award of the contract.

1. The City Government of Mandaluyong reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70[1] of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
