Environmental Enforcement Agency

AI Summary

The Council seeks an Environmental Enforcement Agency to support its Law Enforcement Team in enforcing environmental offences within the London Borough of Hammersmith and Fulham. The service will target priority issues such as littering, highway obstructions and Responsible Dog Public Space Protection Order violations across highways, parks and open spaces. The selected provider will deploy trained, uniformed officers who will operate throughout the borough, issue Fixed Penalty Notices, conduct public engagement activities, handle initial complaints, and assemble prosecution case files when required.

The arrangement is based on a revenue‑sharing model: the provider will assume all operational costs of delivering the service while the Council will receive a percentage of income from paid notices. The contract spans two years with an option for an additional two years. As part of the procurement, the Council will evaluate proposals on commercial and technical performance, incorporating market input through a preliminary engagement process to refine specifications and contracting terms.

All enforcement officers must meet the Council’s training and uniform standards, and the service must provide real‑time reporting and data collection compatible with the borough’s environmental monitoring systems.

Description

London Borough of Hammersmith and Fulham Council (the “Council”) is seeking feedback from suitably qualified and experienced environmental enforcement providers to inform the procurement of an Environmental Enforcement Agency service. The service will support the Council’s Law Enforcement Team (LET) through the targeted enforcement of environmental offences across highways, parks, and open spaces including littering, highway obstructions, and Responsible Dog Public Space Protection Order (PSPO) offences. The provider will supply trained, uniformed enforcement officers operating across London Borough of Hammersmith and Fulham (LBHF) to address priority issues identified by the Council, issue Fixed Penalty Notices (FPNs), undertake public engagement activities, manage initial complaints, and prepare prosecution case files where required.
The proposed contract term is two years with the option to extend for up to a further two years. The Council currently intends to procure the service on the basis of a revenue-sharing model, under which the provider will bear the operational costs of service delivery, and the Council will receive a share of the income generated from paid FPNs.
