Formulation of Human Resource Development Plan
AI Summary
The Municipality of Dipaculao seeks a qualified consulting firm to develop a comprehensive Human Resource Development Plan for its local government unit. The contract covers the full life cycle of HR planning, from initial assessment of the municipality’s workforce and competency gaps to the design of targeted learning and development interventions, succession planning, and performance management frameworks. The deliverables will include an inception report, a progress report, a draft Human Resource Development Plan, and a final, refined plan incorporating municipal feedback, all to be produced within a 120‑day schedule.
In executing the engagement, the consultant will review existing human‑resources documentation such as organizational charts, job descriptions, competency models, and performance reports, conduct observations and key informant interviews, and apply the Civil Service Commission’s Human Resource Development Planning Guidebook to identify priority learning needs and recommend appropriate interventions. The consultant will prepare detailed reports at each milestone, outline resource requirements, and establish a monitoring and evaluation framework to ensure that the plan aligns with the municipality’s strategic goals, the Local Government Code, and the Civil Service Commission’s PRIME HRM standards.
The final Human Resource Development Plan must be developed in accordance with the Civil Service Commission guidance and meet the specified competency and performance management requirements.
Description
Project Rationale
The Municipality of Dipaculao recognizes that its workforce is the most valuable asset in delivering efficient, effective, and people-centered public service. The Human Resource Development Plan (HRDP) serves as the documentation of an organization’s intended learning and development interventions that will build the capabilities and competencies toward enhancing individual and organizational performance. It ensures that employees’ competencies are aligned with the municipality’s strategic goals and mandates of the Republic Act No. 7160 (Local Government Code of 1991) and Civil Service Commission (CSC) standards specifically CSC Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME HRM) which assesses government organizations in four core HRM systems: HRD Planning competency-based Recruitment; Strategic Performance Management; and Rewards and Recognition.
Therefore, the formulation of HRDP is essential in providing the LGU’s roadmap in enhancing staff competencies, promoting career progression, ensuring merit-based human resource systems, and fostering a high-performance, ethical, and responsive local bureaucracy. This initiative is also aligned with the Department of Interior and Local Government’s (DILG) capacity development framework and Human Resource Management and Development (HRMD) component of the Local Governance Performance Management System (LGPMS).
