Framework agreement for the hire of personnel for the Government's representation facility. New Announcement

The Government's Representation Facility (RRA) includes both hotel activities and event premises, as well as the operation of the Prime Minister's residence. The RRA is used for official visits from home and abroad. Currently the operation of the RRA is under the Ministry of Foreign Affairs, but during the contract period will be transferred from the Ministry of Foreign Affairs to the Norwegian Government Security and Service Organisation (DSS). The agreement shall cover the need for staffing for events, conferences, dinners and other serving assignments at the Norwegian Government's representation facility. The required assignments are of a great variety, including i.a.: covering up, serving, preparation for events, clearing along the way and afterwards (e.g. cleaning glass and cutlery, handling empty goods etc.), washing up, closure of the premises (waste handling etc.), and assistance with on-site work (e.g. cleaning silver, washing outdoor furniture, ironing flags and polishing chandeliers). Emphasis is put on the fact that the list of assignments is not exhaustive and that other equivalent assignments must, thus, be expected for each call-off. We would like the most stable staff of hired personnel. This is to create trust, continuity and role understanding. The need for flexibility and quick changes in this framework agreement is great. The need for hired personnel is affected by the political picture, which means that the order often comes shortly in advance and the equivalent applies to cancellations. The ordering of the hired personnel will normally be at shorter notice than 14 days. A framework agreement will be signed with one tenderer. The framework agreement period is 2 years from contract signing. The contracting authority has the right to extend the framework agreement for a further one year at a time, up to 2 times (2+1+1). The RRA has on average around 80 events per annum, with extra personnel required to be hired. Between one and fifteen persons tend to be hired for one event. The financial scope of the framework agreement is estimated to be NOK 1,000,000 excluding VAT per annum. The estimate is based on experience, but the estimate is somewhat uncertain. The estimate is not binding for the Norwegian Directorate of Foreign Affairs and will depend on the budget allocation at all times. The total maximum amount for the framework agreement is NOK 6,000,000 excluding VAT for the entire contract period of a total of four years (including the option). The agreement is not exclusive. The contracting authority has the right, but not an obligation, to award contracts for this framework agreement. The contracting authority will not be bound to procure a specific volume during the framework agreement period. The contracting authority will award the contracts under the framework agreements in accordance with the procedures described in the framework agreement annex 2. Place of performance: The RRA consists of 3 buildings with a total area of 5,000 m2 connected to each other. • Parkveien 45 contains large and small halls, as well as a large suite and four hotel rooms. • Riddervoldsgate 2 includes 10 hotel rooms, press room for the Prime Minister, lounge and breakfast room. • Inkognitogaten 18 is a residence for the Prime Minister of Norway and has, among other things, one floor for representation to the Prime Minister. • The facility also consists of garden areas that are used for various events. The use of the facility is reserved for the government and therefore requires that a minister is always present.
