Framework for the Provision of Trailblazer Programme Support Services and Activities

AI Summary

Swansea Council is establishing a framework agreement to commission providers capable of delivering a comprehensive Suite of Trailblazer Programme support services and activities for economically inactive residents across the county. The programme is designed to enhance health, wellbeing, confidence, resilience, social connection and readiness to engage in employment, training, volunteering or broader community participation. Services will be delivered through four distinct lots, covering physical and emotional health, employability and skills development, creative and cultural provision, and other beneficial supports that address specific barriers or gaps not fully covered by the other categories. Each lot will enable providers to design and implement targeted interventions that build confidence, increase social engagement, and foster opportunities for employment and community integration, thereby reinforcing links with statutory, third‑sector, health, community, and employer‑based services.

The contract will be awarded on an ongoing basis, with optional extensions subject to funding, and will be managed electronically through the provided e‑tender platform. All suppliers must adhere to standards that ensure accessibility, community‑based delivery, and alignment with the CFW+ framework, collaborating closely with local statutory and community partners to secure continuity of support for participants.
