FY RO26 BEFF CONSTRUCTION OF SCHOOL HEALTH CLINIC
The Department of Education, Schools Division of Pampanga, intends to apply the sum of Seven Million Two Hundred Fifty Seven Thousand, Eighty Six Pesos and 52/ 100 centavos Only (PHP 7,257,086.52), being the Approved Budget for the Contract (ABC) to payments under the contract for the projects listed below. Bids received in excess of the ABC shall be automatically rejected at bid opening

- The Department of Education, Schools Division of Pampanga now invites bids for the above Procurement Project using Lowest Calculated Responsive Bid (LCRB} evaluation criteria. The Project Duration is 90 Calendar Days. Bidders should have completed, within the last five (5) years, at least one (1} Single Largest Completed Contract (SLCC) similar to the project, specifically for the Conservation and Restoration of a Gabaldon Building, with a value equivalent to at least fifty percent (50%) of the ABC. For this project, the minimum required SLCC is 50% of the ABC per Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
- Bidding will be conducted through open competitive bidding procedures using a non-discretionary ‘pass/fail" criterion as specified in the IRR of RA No. 12009.
- Bidding is restricted to Filipino citizens/ sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stoclt belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
- Interested Bidders may obtain further information from Department of Education, Schools Division of Pampanga Bids and Awards Committee and inspect the Bidding Documents at the address given below during office hours.
- A complete set of Bidding Documents may be acquired by interested Bidders from October 13, 2026, to November 3, 2026, from 8:00 AM to 4:00 PM, from the address given below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php 5,000.00) for the above project. The Procuring Entity requires the bidder to present its paymer+t and proof of payment for the fees in person.
The Department of Education, Schools Division of Pampanga requires interested Bidders to present a letter of intent with the proper company's letterhead, and a Special Power of Attorney (SPA) during the purchase of bidding documents if the buyer is a representative of the company.
- It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
- The Department of Education, Schools Division of Pampanga - Bids and Awards Committee will hold a Pre-Bid Conference on October 20, 2026, 8:00 AM at the DepEd — School Division office of Pampanga, Brgy. Lourdes, City of San Fernando, Pampanga, which shall be open to prospective bidders. Attendance to the Pre-Bid conference is highly encouraged. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below, on or before November 3, 2026 - 8:00 AM. Late bids shall not be accepted.
- All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 1.
- Bid opening shall be on November 3, 2026 - 8:01 AM at the given address below. Bids will be opened in the presence of the bidders' representatives who choose to attend the activity.
12 The Department of Education, Schools Division of Parripanga reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
