PROJECT OVERVIEW

The 2nd R.A.N.I.A.G. (Rediscover Artistry, Nurture Identity, and Accelerate Growth) Region 1 Creative Tour is the flagship creative tourism initiative jointly implemented by the Department of Tourism Region I and the Department of Trade and Industry Region I. The project serves as a collaborative platform that integrates tourism development with creative industry promotion by highlighting the region's unique cultural assets, creative enterprises, heritage sites, and artistic traditions through immersive and experience-based tourism.

The 2026 edition will feature carefully curated creative tourism experiences across Ilocos Norte and Ilocos Sur, showcasing the region's rich creative industries, including Inabel weaving, pottery, bamboo craftsmanship, visual arts, fashion, culinary traditions, heritage conservation, indigenous crafts, architecture, and performing arts. Participants will have the opportunity to engage directly with artists, artisans, designers, creative entrepreneurs, MSMEs, and local communities through interactive workshops, demonstrations, storytelling sessions, culinary experiences, and business networking activities.

Beyond destination promotion, the project aims to validate creative tourism circuits that can be packaged and commercialized by tour operators as sustainable tourism products. It also seeks to strengthen partnerships among national government agencies, local government units, tourism stakeholders, creative communities, cultural organizations, educational institutions, and the private sector to foster innovation, collaboration, and inclusive economic growth.

The four-day creative tour is expected to gather representatives from government agencies, media organizations, content creators, tour operators, designers, artists, chefs, restaurateurs, cultural workers, influencers, and the academe who can serve as ambassadors in promoting Region I's creative industries to wider local and international audiences.

The project directly supports the implementation of the Philippine Creative Industries Development Act (RA 11904), the National Tourism Development Plan, and the Regional Development Plan by strengthening creative enterprises, promoting cultural preservation, increasing visitor engagement, and expanding market opportunities for local MSMEs.

Ultimately, the R.A.N.I.A.G. Region 1 Creative Tour envisions establishing Region I as one of the country's premier creative tourism destinations while contributing to sustainable tourism development, inclusive local economic growth, and the long-term competitiveness of the Philippine Creative Economy.

1. PROCUREMENT REQUIREMENTS

1. 1. Must be DOT accredited Travel and Tour Operator.
   2. Must have an experience in ground handling /tour coordination services.
   3. Willing to provide services on a send-bill arrangement.
   4. Amenable for date changes
   5. Flexible for last minute requirement changes.

1. SCOPE OF WORKS/ DELIVERABLES

1. Room Accommodation with breakfast

• Must be DOT Accredited
• With hot and cold bath
• Strong wifi connection

• Standby first aid/ emergency kit with provision of basic drugs and medicine for minor cases
• With sufficient cold hydrating fluids for the participants for the whole duration of the activity
• Supplier must be always in close coordination at all times
• Provision of umbrella for the participants as the need arises

The service provider shall work in coordination with the DOT Region 1 Project Team in the implementation and facilitation of the project under a pre-approved itinerary. Any changes in the itinerary and logistical requirements shall be coordinated by DOT R1 to the service provider for necessary adjustment which shall be agreed upon by both parties. 

APPROVED BUDGET FOR THE CONTRACT (ABC)

The ABC is SEVEN HUNDRED SIXTY SEVEN THOUSAND THREE HUNDRED SIXTY PESOS (PHP 767,360.00)   inclusive of applicable taxes and fees.

1. TERMS OF PAYMENT

Payment will be on send-bill arrangement. Full payment upon completion of the requirements stipulated in the technical specifications.
