Hiring of Hauling Services for the Delivery of Food and Non-Food Items - Pampanga

INVITATION TO BID FOR HIRING OF HAULING SERVICES FOR THE DELIVERY OF FOOD AND NON-FOOD ITEMS – PAMPANGA FOR FY 2027

1)    The Department of Social Welfare and Development (DSWD), through the 2027 Quick Response Fund (QRF) intends to apply the sum of Seventy-Five Million Pesos (₱75,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Hiring of Hauling Services for the Delivery of Food and Non-Food Items – Pampanga for FY 2027. Bids received in excess of the ABC shall be automatically rejected at bid opening. 

2)    The DSWD now invites bids for the above procurement project. Delivery of the Goods shall be in accordance with Section VI. Schedule of Requirement. Bidders should have completed, at least Five (5) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3)    Bidding will be conducted through competitive bidding procedures using a                                  non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 

4)    Interested Bidders may obtain further information from DSWD Bids and Awards Committee (BAC) Secretariat and inspect the Bidding Documents at the address given below from Monday to Friday at 8:00 a.m. to 5:00 p.m.

5)    A complete set of Bidding Documents may be acquired by interested Bidders on                             20 October 2026 to 10 November 2026 from the address given below and upon payment of the applicable fee for the Bidding Documents, in the amount of Fifty Thousand Pesos (₱50,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6)    The DSWD will hold a Pre-Bid Conference on 29 October 2026, 9:15 a.m. at Bids and Awards Committee Conference Room, Second (2nd) Floor Mahusay Building, DSWD Central Office, IBP Road, Constitution Hills, Quezon City, which shall be open to prospective Bidders.

7)    Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on or before 10 November 2026, 9:00 AM. Late bids shall not be accepted.

8)    All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.
9)    Bid opening shall be scheduled within the day of the deadline of submission and receipt of bids, to be held at the BAC Conference Room, 2nd Floor Mahusay Building, DSWD Central Office, IBP Road, Constitution Hills, Quezon City, or subject to further confirmation from the BAC Secretariat.  Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

10)    The bidder shall submit the Notarial Certification at the time of bid submission duly accomplished by the Notary Public. The prescribed template for the Notarial Certification is provided under Section IX (Other Required Documents) of the Bidding Documents.

The Notarial Certification shall be accompanied by the Certificate of Notarial Commission of the concerned Notary Public together with a copy of the specimen signature as submitted and duly received by the Office of the Regional Trial Court Executive Judge or the Regional Trial Court – Clerk of Court, as the case may be, as an attachment to the Petition for Notarial Commission.

Failure to submit the Notarial Certification, including all required supporting documents, shall constitute a ground for disqualification during the opening of bids.

11)    To facilitate the immediate implementation of the procurement of this Project, the DSWD shall proceed with the conduct of Early Procurement Activities (EPA), pursuant to Section 12 of the IRR of RA 12009, and Section 23 of the General Provisions of the FY 2027 National Expenditure Program (NEP).

12)    The DSWD reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70  of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
