IMPROVEMENT OF SAN MUNDO FARM TO MARKET ROAD AT KAKIDUGUEN
Minimum PCAB License Required: Small B for Roads and Bridges
The Municipal Government of Kasibu, through the SB No. 1, 2026 (C.O.) intends to apply the sum of
Two Million Nine Hundred Nine Thousand Seven Hundred Eighty-Nine Pesos and Fifty-Seven Centavos
(₱2,909,789.57) being the Approved Budget for the Contract (ABC) to payments under the contract for the
project: IMPROVEMENT OF SAN MUNDO FARM TO MARKET ROAD AT KAKIDUGUEN located at
Kakiduguen, Kasibu, Nueva Vizcaya with ITB #: 2026-087. Bids received in excess of the ABC shall be
automatically rejected at bid opening.
The Municipal Government of Kasibu now invites bids for the project: IMPROVEMENT OF SAN MUNDO
FARM TO MARKET ROAD AT KAKIDUGUEN using the Lowest Calculated Bid. Completion of the Works
is required within 53 Calendar Days upon receipt of Notice to Proceed. Bidders should have completed at
least 50% of the ABC, within a period of ten (10) years from the submission and receipt of the bid, unless a
shorter period is indicated in the Invitation to Bid and BDS, a Single Largest Completed Contract (SLCC)
that is similar to the procurement project to be bid. The description of an eligible bidder is contained in the
Bidding Documents, particularly, in Section II. Instructions to Bidders.
Bidding will be conducted through competitive bidding procedures using a nondiscretionary “pass/fail”
criterion as specified in the IRR of RA No. 12009, otherwise known as the "New Government Procurement
Act (NGPA)".
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least
sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to
citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to
Filipino citizens, pursuant to RA No. 5183.
Interested Bidders may obtain further information from the Municipal Government of Kasibu- BAC
Secretariat and inspect the Bidding Documents at the address given below from 7:00 AM to 6:00 PM
Monday to Thursday.
A complete set of Bidding Documents may be acquired by interested Bidders on June 11, 2026 until
July 01, 2026 at the General Services Division upon payment of the applicable fee for the Bidding
Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos
(₱5,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic
Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay
the applicable fee for the Bidding Documents not later than the submission of their bids.
The Municipal Government of Kasibu will hold a Pre-Bid Conference on June 18, 2026, 10:00 o'clock AM
at the General Services Office, MLGU-Compound, Poblacion, Kasibu, which shall be open to all
prospective Bidders.
Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual
submission at the office address indicated below, on or before July 01, 2026, 10:00 o'clock AM. Late bids
shall not be accepted.
All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated
in ITB Clause 16.1.
Bid opening shall be on July 01, 2026, 10:30 AM at the General Services Office, MLGU-Compound,
Poblacion, Kasibu, Nueva Vizcaya. Bids will be opened in the presence of the Bidders’ representatives
who choose to attend the activity.
The Municipal Government of Kasibu reserves the right to reject any and all bids, declare a failure of
bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
No. 12009, without incurring any liability to the affected Bidder or Bidders.
