INVITATION TO BID FOR
INTERNET SUBSCRIPTION FOR LINE 1 (PRIMARY LINE) AND LINE 2 (SECONDARY LINE) OF BUKIDNON STATE UNIVERSITY FOR CY 2027 (EPA)
with identification number GS-P27-2026-11-09
1. The Bukidnon State University, through the FY 2026 (Fund 01-RAF MAIN) intends to apply the sum of Three Million Pesos (Php 3,000,000.00) for Line 1 (Primary Line) ; and Three Million Pesos (Php 3,000,000.00) for Line 2 (Secondary Line) with a total amount of SIX MILLION PESOS ONLY (Php 6,000,000.00) being the ABC to payments under the contract for Internet Subscription for Line 1 (Primary Line) and Line 2 (Secondary Line) of Bukidnon State University for CY 2027 (EPA) with identification number GS-P27-2026-11-09. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The Bukidnon State University now invites bids for Internet Subscription of Line 1 (Primary Line) and Line 2 (Secondary Line), (EPA) with identification number GS-P27-2026-11-09. Delivery of the Goods is required within Thirty (30) calendar days after the receipt of Notice to Proceed. Bidders should have completed project within Two (2) years (November 09,2024-November 09,2026); prior to the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
3. Bidding will be conducted through competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
4. Interested Bidders may obtain further information from the Bids and Awards Committee (BAC)-Procurement Unit, 2nd Floor Administration Building, Bukidnon State University or through cellular number 0917-816-2400 and inspect the Bidding Documents at the address given below during official office hours.
Effective October 21, 2026, official office hours shall be Monday to Thursday, 7:30 AM–12:00 NN and 1:00 PM–6:30 PM, with Friday as a non-reporting day, pursuant to University Memorandum No. MEMO-032-1006-S.2026.
In weeks when a declared holiday falls on a weekday, the work schedule shall automatically revert to the regular Monday-to-Friday schedule of 8:00 AM–12:00 NN and 1:00 PM–5:00 PM, excluding the declared holiday.
5. A complete set of Bidding Documents may be acquired by interested Bidders on October 21, 2026 until the deadline of bid submission on November 09, 2026; 2:00 PM from the given address and website(s) below “Bids and Awards Committee (BAC)-Procurement Unit, 2nd Floor Administration Building, Bukidnon State University” and upon payment of the applicable fee for the bidding documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos (Php 10,000.00) only.
[Note: For lot procurement, the maximum fee for the Bidding Documents for each lot shall be based on its ABC, in accordance with the Guidelines issued by the GPPB; provided that the total fees for the Bidding Documents of all lots shall not exceed the maximum fee prescribed in the Guidelines for the sum of the ABC of all lots.]
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6. The Bukidnon State University will hold a Pre-Bid Conference on October 28,2026, 2:00 PM through video conferencing or webcasting via ZOOM Meeting (Meeting ID: 819 7437 6854; Passcode:514341), which shall be open to prospective bidders.
7. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission or through online at the office address indicated below on or before November 09, 2026; 2:00PM. Late bids shall not be accepted.
8. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.
9. Bid opening shall be on November 09, 2026; 2:00PM; onwards through video conferencing via ZOOM Meeting (Meeting ID: 818 2026 9291; Passcode: 514885), and livestreamed via Facebook live. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.
10. The Bukidnon State University reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009 without incurring any liability to the affected bidder or bidders.
