INVITATION TO BID FOR THE
SUPPLY & DELIVERY OF CONSOLIDATED AGRICULTURAL & MARINE SUPPLIES – 4TH QUARTER 2026, CITY OF KORONADAL - REBID

1) The City Government of Koronadal, through the ANNUAL BUDGET 2026, intends to apply the sum of TWO MILLION, EIGHT HUNDRED SIXTY-NINE THOUSAND, NINE HUNDRED FIFTY PESOS (PHP 2,869,950.00), being the Approved Budget for the Contract (ABC) to payments under the contract for SUPPLY & DELIVERY OF CONSOLIDATED AGRICULTURAL & MARINE SUPPLIES – 4TH QUARTER 2026, CITY OF KORONADAL - REBID with Project Identification Number: ITB-KOR: 26-10-0089 AGRI. For consistency purposes on our in-house policy, all submitted bid offer / price schedule per item which exceeds with the stated unit price/s per item is/are ground/s for DISQUALIFICATION. Annexed herewith is the copy of Purchase Request No.:101-26-08-2708, which will form an integral part of the bidding documents. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2) The City Government of Koronadal now invites bids for SUPPLY & DELIVERY OF CONSOLIDATED AGRICULTURAL & MARINE SUPPLIES – 4TH QUARTER 2026, CITY OF KORONADAL - REBID. The award shall be given to the bidder with the Lowest Calculated and Responsive Bid (LCRB) following the procedures under Sections 61 and 63 of the Implementing Rules and Regulations (IRR) of RA 12009. Delivery of the Goods is required within FIFTEEN (15) CALENDAR DAYS upon receipt of Notice to Proceed. Bidders should have completed, at least TEN (10) YEARS from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4) Interested Bidders may obtain further information from City Government of Koronadal and inspect the Bidding Documents at the address given below during office hours from 22 SEPTEMBER 2026 to 12:00 NN, 13 OCTOBER 2026.

5) A complete set of Bidding Documents may be acquired by interested bidders below during office hours from 22 SEPTEMBER 2026 to 12:00 NN, 13 OCTOBER 2026 from given address and website/s below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php 5,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6) The CITY GOVERNMENT OF KORONADAL will hold a Pre-Bidding Conference on 29 SEPTEMBER 2026, 2:00 PM at the Bids and Award Committee (BAC) Office, 3F, Room 301, New City Hall, Purok Villegas, Brgy. Zone III, City of Koronadal which shall be open to prospective bidders.

7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below and/or online or electronic submission as indicated below on or before 13 OCTOBER 2026, 12:00 NN. Late bids shall not be accepted.
Online submission of bids is allowed provided that it must be digitally signed. An electronic copy that cannot be opened or is corrupted shall be considered NONRESPONSIVE and, thus, automatically disqualified.

8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9) BID OPENING shall be on 13 OCTOBER 2026, 2:00 PM at the Bids and Award Committee (BAC) Office, 3F, Room 301, New City Hall, Purok Villegas, Brgy. Zone III, City of Koronadal. Philippine Standard Time (PST) observed at the BAC Office shall be followed as the official time. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.
10) If submitting through representative, it must be accompanied by a Notarized Special Power of Attorney, Board/Partnership Resolution, and/or Secretary’s Certificate, as proof of authorization. Additionally, the representative must present a valid Company ID and a valid personal ID to ensure the representative is an official company member and to prevent fraudulent actions, such as the unauthorized use of another contractor’s eligibility for personal gain.
For corporations, in compliance to Section 81.1 and Section 82 of the IRR of RA No. 12009, all prospective bidder shall be required to submit a SWORN DISCLOSURE OF RELATIONS AND BENEFICIAL OWNERSHIP, clearly identifying the natural persons who ultimately own, control or benefit from the bidding entity, whether directly or indirectly, through shareholding, voting rights, contractual arrangements, or means of control.

11) The CITY GOVERNMENT OF KORONADAL reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
