INVITATION TO BID FOR UPPER TINGALE – SAN MIGUEL GIP
1. The National Irrigation Administration-Regional Office XI, through the Fund of CY 2026 intends to apply the sum of Sixty-One Million Seven Hundred Fifteen Thousand Two Hundred Thirty-Five Pesos & 06/100 (Php 61,715,235.06) being the Approved Budget for the Contract (ABC) to payments under the contract for LMC No. 2026-05: UPPER TINGALE – SAN MIGUEL GIP. Bids received in excess of the ABC shall be automatically rejected during bid opening.
2. The National Irrigation Administration-Regional Office XI now invites bids for Provision of four (4) units Groundwater Pump Irrigation located at Compostela, Davao de Oro. Completion of the Works is required 300 Calendar Days. Bidders should have completed, within 5 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders (ITB).
3. Bidding will be conducted through competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
4. Interested bidders may obtain further information from National Irrigation Administration-Regional Office XI and inspect the Bidding Documents at the address given below from 8am - 5pm on Monday-Friday.
5. A complete set of Bidding Documents may be acquired by interested bidders on September 17, 2026 – October 06, 2026 from the address given below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand Pesos (P50,000.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6. The National Irrigation Administration-Regional Office XI will hold a Pre-Bid Conference on 10:00 A.M. on September 25, 2026 at the Conference Room of NIA-Regional Office XI, Bolton St., Davao City, which shall be open to prospective bidders.
7. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission the address indicated below on or before 9:30 A.M. on October 06, 2026. Late bids shall not be accepted.
8. All bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9. Bid Opening shall be on 11:00 A.M. on October 06, 2026 at NIA-Regional Office XI, Bolton St., Davao City. Bids will be opened in the presence of the Bidders’ representative who choose to attend the activity.

proprietorship) is required.
c.4. Original PCAB License or Certified True Copy.

NOTE: One (1) SLCC per contract is required to be attached for the pre-qualification. Non-compliance will result in failure for the initial phase of pre-qualification.
2nd Phase: (Eligible contractors who passed the 1st Phase can proceed to process certifications in IMOs)
c.7. Certificate of Site Inspection with attached Geotagged pictures (to be scheduled by the IMO)
c.8. Certification from all Provincial Offices (IMO) that the contractor has not incurred three (3) strikes from previous biddings, negative slippage on ongoing contracts, and no unsatisfactory rating from latest CPES Evaluation (if applicable).
11. The National Irrigation Administration-Regional Office XI reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of the R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
