The Provincial Procurement Management Office (PPMO) requires all quotations to be inclusive of applicable duties, government permits, and all related charges. Suppliers are expected to adhere to strict delivery timelines, with a penalty clause for delays, and must allow the end‑user to inspect or test the goods as per technical specifications. In the case of any discrepancy between the amounts in words and figures, the amount stated in words will prevail. The procurement also incorporates broader provisions aligned with the Implementing Rules and Regulations of RA 12009 and the IRR Mar. 2023 circular concerning the procurement of drugs and medicines, where applicable.

Suppliers must present current and valid documentary legal requirements including municipal permits, PhilGEPS registration, income tax documents, and, when applicable, FDA certifications.
