26KL0155 - Maintenance of Igpit River Revetment 2, Ch. 0+078 - 0+088

1. The Misamis Oriental 2^nd District Engineering Office, through the GAA FY 2026^[1] intends to apply the sum of ₱ 970,200.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Maintenance of Igpit River Revetment 2, Ch. 0+078 - 0+088. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The Misamis Oriental 2^nd District Engineering Office now invites bids for the hereunder Works:

Bidders should have completed a contract similar to the Project. The description of

an eligible bidder is contained in the Bidding Documents, particularly, in Section II.

Instructions to Bidders (ITB).

1. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

1. Interested bidders may obtain further information from Misamis Oriental 2^nd District Engineering Office and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM.
2. A complete set of Bidding Documents may be acquired by interested bidders on September 28, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of ₱ 1,000.00.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

1. The Misamis Oriental 2nd District Engineering Office will hold a Pre-Bid Conference on October 5, 2026 at Conference Room, DPWH - Misamis Oriental 2^nd DEO and/or through video conferencing via https://www.youtube.com/@MisamisOriental2ndDPWH, which shall be open to prospective bidders.
2. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through (i) manual submission at the address indicated below or (ii) online or electronic submission through the electronic bidding facility of the PhilGEPS, as indicated below, on or before October 19, 2026 at 1:00PM. Late bids shall not be accepted.

8)         All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.

9)         Bid opening shall be on October 19, 2026 at 1:00PM at Conference Room, DPWH - Misamis Oriental 2^nd DEO and/or https://www.youtube.com/@MisamisOriental2ndDPWH. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

10)       All prospective bidders shall be required to submit a sworn disclosure of relations and beneficial ownership, clearly identifying the natural persons who ultimately own, control, or benefit from the bidding entity, whether directly or indirectly, through shareholding, voting rights, contractual arrangements, or other means of control. Implementing offices shall be responsible for verifying and validating the accuracy and completeness of disclosures to detect and prevent conflicts of interest, prohibited relationships, or attempts to circumvent procurement rules. This is intended to safeguard the integrity of the procurement process against fraud, collusion, and undue influence.

11)       The Misamis Oriental 2nd District Engineering Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
