NEGOTIATED PROCUREMENT -TWO FAILED BIDDING
Ministry of Public Order and Safety – BARMM
1. In view of the Two (2) Failed Bidding, Ministry of Public Order and Safety, through its Bids and Award Committee (BAC), invite Philgeps registered suppliers to participate in the Negotiated Procurement of Two(2) Failed Bidding in accordance with section 35.1 of the New Implementing Rules and Regulations(IRR) of the Republic Act No. 12009.
2. The Ministry of Public Order and Safety – BARMM now invites bids for the hereunder project:

3. The Procurement procedure for this requirement is Negotiated Procurement for Two-Failed Bidding pursuant to Section 35.1 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 12009. The selection of the successful offer shall be based on the best and final offer that will be submitted on the set deadline by the BAC and which would meet the minimum technical specifications required.
4. The interested bidders may obtain further information from the BAC Secretariat at the address given below from September 21, 2026 to September 28, 2026, Monday to Friday, at 8:00AM to 5:00PM.
5. Ministry of Public Order and Safety, through its Bids and Award Committee (BAC), will hold a Negotiation Meeting on September 21, 2026 to September 28, 2026at MPOS-BARMM, Givfrell Bldg., Gov. Gutierrez Ave., RH 7, Cotabato City, which shall be open to prospective bidders.
6. Three (3) copies of the proposals (one original and two copy) must be submitted to the BAC which must be duly received by the BAC Secretariat through manual submission at the office address indicated above on or before 5:00 PM of September 28, 2026. Late submission shall not be accepted.

8. The Ministry of Public Order and Safety – BARMM reserves the right to reject all quotation/proposals, or declare a negotiated process, or not award the contract at any time prior to contract award in accordance with Sections 35.1 of the New Implementing Rules and Regulations (IRR) of RA No. 12009.
