The contract requires the submission of a detailed event master plan, schedule of activities, and promotional strategy early in the engagement to qualify for initial partial payments, with subsequent payments tied to milestones such as technical working group coordination, event staging, and post‑event reporting.

The organizer will also deliver a 6‑week grassroots running and swimming clinic for youth participants from Lapu‑Lapu public schools, including qualified coaches, venues, sports equipment, uniforms, and participant support. The City retains the right to negotiate sponsorships and to modify or terminate the agreement if circumstances render the event impractical.

The organizer must be duly licensed, have organized at least five world‑renowned events in the last five years and two such events abroad, and provide a comprehensive event master plan and promotional strategy.
