Pan London Substance Use Programme - London Inpatient Detoxification and Stabilisation (IPD)

AI Summary

The City of London Corporation intends to commission specialist provider organisations to deliver a comprehensive Inpatient Detoxification and Stabilisation service for London residents and those at risk of rough sleeping. The objective is to embed a sustainable, geographically dispersed model that offers equitable access across all London local authorities, thereby supporting health inclusion groups and reducing health inequalities in the capital.

The service will comprise specialist inpatient medically‑assisted withdrawal beds and residential medically‑assisted withdrawal beds. Providers must be able to deliver the full range of care required for complex clients, coordinate with local authorities, and operate within the City’s Pan‑London Substance Misuse Programme framework. Strategic placement of bed spaces is essential, with a particular focus on increasing availability within London and the surrounding M25 area, and the proportion of bed capacity must be block‑booked to guarantee access for those in greatest need.

All prospective providers must demonstrate experience delivering complex health and social care services, a strong customer‑service orientation, and the capability to comply with the London IPD Framework Model. The service must include block booking of a proportion of IPD bed capacity to ensure guaranteed access.

Preliminary Market Engagement (PME)
PME in this case is where the City, at an early stage in the development of its proposals but prior to formulating any formal procurement opportunity, seeks input from the market as to what might be the most attractive way of packaging and scoping a future procurement opportunity.
This exercise will provide an opportunity for the City to obtain insight into how participants might approach the delivery of the service in question. It also gives a useful early insight into the likely level of interest in a proposed project from that market.
Participants must also note that a response to this notice does not guarantee an invitation to participate in this or any future procurement that the City may conduct, nor that the City will procure any such supply and services or accept any proposals offered. Any Procurement of the supply and services by the City will be carried out strictly in accordance with the Procurement Act (PA23).
The City has developed a questionnaire (attached at the end of this document) that they would like interested parties to complete.
