PDEA ELIBRARY SYSTEM

AI Summary

The Philippine Drug Enforcement Agency (PDEA) is soliciting consulting services to design, develop, and implement its proposed eLibrary system, a national digital repository intended to support PDEA’s information management and law‑enforcement operations. The agency seeks a qualified consulting firm that can deliver a fully functional electronic library platform that aligns with the procurement and information‑services framework specified in the single lot for “National government or military post libraries.” The resulting system will integrate with existing national post library infrastructure, provide secure access for authorized personnel, and support the agency’s data‑intensive research and evidence‑collection needs.

Candidate consultants will be evaluated under a non‑discretionary pass‑fail regime that emphasizes applicable experience, the qualifications of key personnel, and the ability to manage concurrent projects. Short‑listed firms must score at least seventy percent to qualify, and the final award will be based on a quality‑cost evaluation that allocates weights to both technical and financial proposals as outlined in the Instructions to Bidders. The project is required to be completed within three months of receiving the notice to proceed, and all submissions must comply with the Implementing Rules and Regulations for the New Government Procurement Act.

The eLibrary system shall be developed and delivered in accordance with the Philippine e‑governance standards for secure, interoperable, and scalable digital library solutions.
