Description
intends to apply the sum of Three Hundred Forty Thousand Pesos Only (P340,000.00) only,
being the ABC to pay for the PROCUREMENT OF SUPPLIES AND MATERIALS FOR
PINAGBUHATAN YOUTH ASSOCIATION RECOGNITION AND SUPPORT
PROGRAM AND PROJECT NEXT IN LINE OF THE SANGGUNIANG KABATAAN OF
PINAGBUHATAN, PASIG with Purchase Request No. 2026-08-024 to be charged through the
SK’s General Fund-MOOE. Bids received over the ABC shall be automatically rejected at bid
opening.
The Sangguniang Kabataan of Pinagbuhatan now invites bids for the above Procurement
Project. Delivery of the Goods is required within thirty (30) calendar days. Bidders should
have completed, within three (3) days from the date of submission and receipt of bids, a
contract similar to the Project. The description of an eligible bidder is contained in the
Bidding Documents, particularly in Section II (Instructions to Bidders).
Bidding will be conducted through open competitive bidding procedures using a
non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules
and Regulations (IRR) of Republic Act (RA) No. 9184.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations
with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of
the Philippines, and to citizens or organizations of a country the laws or regulations of which
grant similar rights or privileges to Filipino citizens, according to RA No. 5183.
Prospective Bidders may obtain further information from BAC email at
bac.skpinagbuhatan@gmail from 8:00 in the morning to 5:00 in the afternoon, Mondays to
Fridays, except holidays.
A complete set of Bidding Documents may be acquired starting September 22 to September
30, 2026, from the BAC email and upon payment of the applicable fee for the Bidding
Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five
Hundred Pesos (P500.00) only. The Bidder or authorized representative shall present its
proof of payment upon the submission of the Bidding Documents.
Bids must be duly received by the BAC Secretariat through manual submission at the
Sangguniang Kabataan of Pinagbuhatan, Pasig City on or before 12:00 in the afternoon,
September 30, 2026. Late bids shall not be accepted.
All Bids must be accompanied by a bid security in any of the acceptable forms and in the
amount stated in ITB Clause 14.
Bid opening shall be at the SK Pinagbuhatan Office, 3rd Floor, Puericulture Health Center,
Pinagbuhatan, Pasig City, on October 1, 2026, at 1:00 in the afternoon. Bids will be opened
in the presence of the bidders’ representatives and observers who choose to attend the
activity.
The Sangguniang Kabataan of Pinagbuhatan reserves the right to reject any bids, declare a
failure of bidding, or not award the contract at any time before contract award under Section
35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability
to the affected bidder or bidders.
