Pre-Market Engagement - Social Impact Framework Reopening 1

AI Summary

The East of England NHS Collaborative Hub, operating through West Suffolk NHS Foundation Trust, has opened a pre‑market engagement for the first reopening of the Social Impact Framework. This framework is a dedicated route to market that allows public‑sector organisations—including NHS organisations, Integrated Care Boards, local authorities and other partners—to commission services that advance social outcomes and tackle health inequalities. Rather than launching a new procurement each time, the framework gives buyers access to a pool of pre‑assessed and approved suppliers who provide services that influence the wider determinants of health, such as housing, employment, education, community support and access to essential services.

During the reopening, suppliers of a broad range of community‑focused services may apply to join the framework. The CPV categories covered include health and social work, psychiatric hospital care, community action programmes, green‑area planting and maintenance, meal delivery, probation and rehabilitation, job search support, special and adult education, training, welfare services for the elderly, disabled people and children, childcare for disabled children, guidance and counselling, rehabilitation, wildlife preservation, civic betterment and physical well‑being services, and home‑help. The engagement period is open to providers of any size, including SMEs and voluntary, community and social enterprises, and offers an opportunity to ask clarifying questions and receive consolidated responses before the formal tender stage.

To be eligible, organisations must meet the Social Impact Framework’s criteria for improving health outcomes through services that address the wider determinants of health.

Description

Original UK4 Tender Notice: UK-2584
The Social Impact Framework provides a route to market for public sector organisations to commission services that improve social outcomes and address health inequalities.
It supports the commissioning of services that influence the wider determinants of health - the social and environmental factors that affect people’s wellbeing, such as housing, employment, education, community support and access to services.
The framework enables NHS organisations, Integrated Care Boards, local authorities and other public sector partners to identify organisations delivering these services and procure them in a fair and transparent way.
Rather than running a full procurement process each time a service is required, public bodies can use the framework to access organisations that have already been assessed and approved.
The framework is now approaching its first reopening, which will provide an opportunity for additional organisations to apply to join the framework.

Engagement process description
The East of England NHS Collaborative Procurement Hub (EoECPH) has established the Social Impact Framework, which provides a clear and compliant route to market for public sector organisations, including NHS organisations, Integrated Care Boards, local authorities and other public bodies, to commission services that address health inequalities and the wider determinants of health.
The framework is now approaching its first reopening, which will provide an opportunity for additional organisations to apply to join the framework.
This pre-market engagement period is intended to help organisations understand the framework and prepare for the upcoming reopening. As the framework has already been established, this engagement is not intended to change the scope or structure of the procurement.
Instead, this engagement will help us to:
• Provide early information about the framework reopening and application process
• Support organisations that may wish to apply to the framework
• Offer an opportunity for suppliers to raise clarification questions ahead of the tender
• Ensure suppliers have access to consistent information before the reopening
This engagement is open to organisations of all sizes that deliver services aligned with the framework lots, including VCSE organisations, SMEs and larger providers.
This is not a formal tender or contract opportunity. Participation in this engagement is voluntary and will not provide any organisation with a competitive advantage in the procurement process.
