INVITATION TO BID
The Local Government Unit of Sibutad, Zamboanga del Norte under P.R. No. 300-2026-09-010 dated September 4, 2026 with an Approved Budget for the Contract (ABC) of TWO HUNDRED THOUSAND (PHP 200,000.00) PESOS ONLY for the project “Procurement of Barb Wire for the Implementation of Cattle Multiplier - Rebid” this municipality intends to invites prospective bidders to Apply for Eligibility and to Bid. Bids received in excess of the ABC shall be automatically rejected at the Bid Opening, to wit:
The Local Government Unit of Sibutad, Zamboanga del Norte, now invites potentials bidders to apply for eligibility and to bid for the project “Procurement of Barb Wire for the Implementation of Cattle Multiplier - Rebid” minimum eligibility requirement stated in the eligibility forms, shall be evaluated on a pass/fail basis. The deadline of submission of eligibility shall be on or before September 30, 2026. Only those bidders passing the ELIGIBILITY CHECK will be entitled to purchase the Bidding document.
Bidding will be conducted through open competitive as specified in the implementation Rules and Regulations (IRR) of Republic Act. (R.A. 12009), otherwise known as the New Government Procurement Act and is restricted unless otherwise stated to organization with at least seventy five percent (75%) interest outstanding capital stock belonging to the citizens of the Philippines. In accordance with IRR (part of R.A. 12009), only bids from bidders who pass eligibility check will be opened. The Bidder with the Lowest Calculated Bid (LCB) shall advance to the post -qualification stage in order to finally determine its responsive to the technical and financial requirement of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as the winning bidder during the post - qualification.
Interested Bidder shall secure eligibility documents to the BAC Secretariat at the address below on September 23-September 30, 2026. They shall submit accomplished eligibility documents, in order for these to be received and checked by the BAC Secretariat.
Interested Bidders may obtain further information from the Local Government Unit of Sibutad, Zamboanga del Norte through the Bids and Awards Committee and examine the bidding documents at the address below from 8:00 am to 5:00 pm. A complete set of bidding documents may be obtained by the bidders that has the eligibility check by presenting the notice of eligibility from the BAC Secretariat, upon payment of the amount based on the Standard Rates stated below:

Eligible Bidders must submit their bids at the address on or before the date of opening of bids. All must be accompanied by the bid Security in the form of:
a. Two percent (2%) of the contract Price for cash certified check, Management check.
b. Two percent (2 %) of the contract price for Bank Guarantee and;
c. Five percent (5%) of the contract price for surety bond
Late Bids shall not be accepted. Bid Opening shall be on September 30, 2026, 1:00 P.M. at LGU-SIBUTAD Conference Room, Sibutad, Zamboanga del Norte, will be opened in the presence of the bidder's/ representatives who choose to attend.
The LGU-Sibutad, Zamboanga del Norte reserves the right to accept or reject any Bid and to annul the bidding process and reject all Bids at any time prior to the contract award, without thereby incurring any liabilities to the affected bidder or bidders.
