PROCUREMENT OF HEALTH MAINTENANCE ORGANIZATION (HMO) FOR NIA-CENTRAL OFFICE ELIGIBLE EMPLOYEES
AI Summary
The National Irrigation Administration seeks to secure comprehensive health maintenance organization (HMO) coverage for all eligible employees of its Central Office. This procurement is for the delivery of a single lot of HMO services, which will provide medical benefits, preventive care, and related health support to the workforce within Metro Manila. The contracting entity desires a provider who can administer the HMO program in accordance with established Philippine health and labor regulations, ensuring that employees have timely access to a network of accredited facilities and services.
The selected HMO must be able to assume policy inception and deliver coverage within 20 working days following issuance of the Notice to Proceed. In addition, the contracting entity requires that bidders have a proven track record, having successfully completed at least five years of comparable HMO contracts by the time bids are submitted and received. The contract will be executed under public bidding and subject to the non‑discretionary "pass/fail" screening criteria established under RA 12009, and any bidder must meet the eligibility thresholds defined for Filipino‑owned entities. Bidder performance will be evaluated on responsiveness and the ability to meet the stipulated delivery schedule. The essential technical requirement is that the incumbent HMO must have completed a minimum of five years of similar contracts and be capable of initiating policies within 20 working days of the Notice to Proceed.
