Procurement of Other Supplies and Material Expenses

1. The Philippine National Police now invites bids for the procurement of the above procurement projects. Delivery of the Goods is required within 15 calendar days from receipt of the Notice to Proceed. Bidders should have completed, at least three (3) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

1. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

1. Bidding is open to all interested Bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR.

(Note: In case of foreign bidder, it shall either (a) enter into a Joint Venture (JV) agreement with a local bidder/supplier, or (b) appoint a duly authorized local representative. In the case of a local representative, the bidder shall submit the required authorization.)

1. Interested Bidders may obtain further information from the Philippine National Police and inspect the Bidding Documents at the address given below during office hours from 8:00 A.M. to 5:00 P.M.

1. A complete set of Bidding Documents may be acquired by interested Bidders on October 14, 2026 to November 4, 2026 from the given address and website(s) below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount indicated above.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

Bids must be duly received by the LSS Bids and Awards Committee (BAC) Secretariat through manual submission at the office address located at the Procurement Division (2^nd Floor), LSS Building, Camp BGen Rafael T Crame, Quezon City on or before 1:00 P.M. of November 4, 2026. Submissions made from 1:01 PM to 2:00 PM shall be received at the LSS Conference Room (2^nd Floor) LSS Bldg, Camp BGen Rafael T. Crame, Quezon City Late bids shall not be accepted.

1. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

1. Bid opening shall be on November 4, 2026 at exactly 2:00 P.M. at LSS Conference Room, 2^nd Floor, PNP LSS Building, Camp BGen Rafael T Crame, Quezon City.  Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

 B. Award Criterion: Lowest Calculated and Responsive Bid.

1. The Philippine National Police reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70[1] of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
