INVITATION TO BID FOR

Procurement of Primary Internet and Software-Defined
Wide Area Network Services for the Field Office and its Satellite Offices for Calendar Year 2027

1) The Department of Social Welfare and Development – Cordillera Administrative
Region, through the National Expenditure Program 20274

intends to apply the sum
of Six Million Eight Hundred Ninety-Eight Thousand Five Hundred Thirty-Three
Pesos and Twelve Centavos (Php. 6, 898, 533. 12) being the Approved Budget for
the Contract (ABC) to payments under the contract for Procurement of Primary
Internet and Software-Defined Wide Area Network Services for the Field Office
and its Satellite Offices for Calendar Year 2027.
Bids received in excess of the ABC shall be automatically rejected at bid opening.

2) The Department of Social Welfare and Development – Cordillera Administrative
Region now invites bids for Procurement of Primary Internet and Software-Defined
Wide Area Network Services for the Field Office and its Satellite Offices for
Calendar Year 2027 5 using the Fit for Purpose Approach.
Delivery of the Goods is required January to December 2027 Bidders should have
completed contracts at least within two (2) years prior to the deadline for the
submission and receipt of bids from the date of submission and receipt of bids,
contracts similar to the Project. The description of an eligible bidder is contained in the
Bidding Documents, particularly, in Section II. Instructions to Bidders.

3) Bidding will be conducted through competitive bidding procedures using a non-
discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or
organizations with at least sixty percent (60%) interest or outstanding capital stock
belonging to citizens of the Philippines, and to citizens or organizations of a country
the laws or regulations of which grant similar rights or privileges to Filipino citizens,
pursuant to RA No. 5183.

4) Interested Bidders may obtain further information from Department of Social Welfare
and Development – Cordillera Administrative Region and inspect the Bidding
Documents at the address given below from 08:00am to 05:00pm, Monday to
Thursday, except on holidays.

5) A complete set of Bidding Documents may be acquired by interested Bidders on 28
October 2026 to10 November 2026 at 1:00PM from the address given below upon
payment of the applicable fee for the Bidding Documents, pursuant to the latest
Guidelines issued by the GPPB, in the amount of TenThousand Pesos (PhP 10,
000.00)
6) The Procuring Entity allows payment of the bidding documents through Bank-to-Bank
transaction. However, the Official Receipt shall only be issued by the Cash Section to
the Bidder upon receipt of one (1) original copy of the deposit or other proof of
payment6
reflecting the following bank details:

It may also be downloaded free of charge from the website of the Philippine
Government Electronic Procurement System (PhilGEPS) and the website of the
Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding
Documents not later than the submission of their bids.

7) The Department of Social Welfare and Development – Cordillera Administrative
Region (DSWD-CAR) will hold a Pre-Bid Conference 01:00 PM, 28 October 2026
through video conferencing via Google Meet with the following meeting link:
meet.google.com/emr-jjyw-hqs.

8) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat
through manual submission at the office address indicated below on or 10 November
2026 at 1:00 PM. Late bids shall not be accepted.

9) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in
the amount stated in ITB Clause 16.1.
Bid opening shall be on 10 November 2026 at 3:30 PM at Bids and Awards
Committee Conference Room, 1st Basement, DSWD CAR Field Office, No. 40
North Drive, Baguio City and/or via Google Meet with the following Meeting

Bids will be opened in the presence of the Bidders’ representatives who choose to
attend the activity.

Further, pursuant to Section 38.2 of the same Act, “The Procuring Entity shall also
livestream the preliminary examination and the opening of bids to the public through
its website, social media account, or any other form of livestreaming service.”
Accordingly, all proceedings during the Bid Opening shall be livestreamed in
compliance with the aforementioned provision.

10) The Department of Social welfare and Development – Cordillera Administrative
Region (DSWD-CAR) reserves the right to reject any and all bids, declare a failure of
bidding, or not award the contract at any time prior to contract award in accordance

with Section 707 of R.A. No. 12009, without incurring any liability to the affected Bidder
or Bidders.

11) To facilitate the immediate implementation of the procurement of this project, the
Department of Social Welfare and Development – Cordillera Administrative
Region shall proceed with the conduct of Early Procurement Activities, pursuant to
Section 12 of the IRR of RA12009.
