     Invitation to Bid for the

PROCUREMENT OF RADIO PLACEMENT ON HEALTH PROMOTION

IB NO. 2027-004

(Early Procurement Activity (EPA))

1. The Department of Health (DOH), through the National Expenditure Program (NEP) of 2027, intends to apply the sum of Thirty Eight Million Five Hundred Twelve Thousand Philippine Pesos (PhP38,512,000.00), being the Approved Budget for the Contract (ABC), to payments under the contract for the Procurement of Radio Placement on Health Promotion under IB No. 2027-004.  Bids received in excess of the ABC shall be automatically rejected at bid opening.

1. The DOH now invites bids for the above Procurement Project. Delivery of the Goods is required within the period specified under Section VI. Schedule of Requirements. Bidders should have completed, within five (5) years from the date of the submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II. Instructions to Bidders.

1. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 12009.

1. Bidding is open to all interested Bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR.

1. Interested Bidders may obtain further information from the Department of Health, Ground Floor, Building No. 6, DOH, San Lazaro Compound, Rizal Avenue, Sta. Cruz, Manila and inspect the Bidding Documents at the said address from 8:00 AM – 5:00 PM, Monday to Friday.

1. A complete set of Bidding Documents may be acquired by interested Bidders on 26 October 2026 to 17 November 2026 from the stated address herein upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty-Five Thousand Philippine Pesos (PhP25,000.00).    

The Bidding Documents may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

1. The DOH will hold a Pre-Bid Conference on 04 November 2026 at 10:00 AM at the COBAC Conference Room, Ground Floor, Building No. 6, DOH, San Lazaro Compound, Rizal Avenue, Sta. Cruz, Manila, and/or through video conferencing via Google Meet, which shall be open to prospective Bidders.

1. Bids must be duly received by the Central Office Bids and Awards Committee (COBAC) Secretariat through manual submission at Ground Floor, Building No. 6, DOH, San Lazaro Compound, Rizal Avenue, Sta. Cruz, Manila, on or before 17 November 2026 at 09:00 AM. Late bids shall not be accepted.

1. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

1. Bid opening shall be on 17 November 2026 2026 at 09:00 AM at Ground Floor, Building No. 6, DOH, San Lazaro Compound, Rizal Avenue, Sta. Cruz, Manila and/or through video conferencing or webcasting via Google Meet.  Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

1. The Bid Evaluation and Award Criteria is Lowest Calculated and Responsive Bid (LCRB).

1. The DOH reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009, without incurring any liability to the affected Bidder or Bidders.
