PROCUREMENT OF REPLACEMENT SERVER AND FIREWALL AND NETWORK SWITCHING EQUIPMENT

INVITATION TO BID FOR NETWORK SECURITY, SERVER, AND SWITCHING EQUIPMENT

1. The LEGAZPI CITY WATER DISTRICT through the 2026 Corporate Budget for the contract approved by the Governing Board intends to apply the sum of Four Million One Hundred Eighteen Thousand Pesos Only (Php4,118,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Sol. No. LCWD-2026-108 Network Security, Server, and Switching Equipment   (Supply and delivery of 1 lot – Firewall: Chassis & Power, Firewall Security Authorization License, 24-Port Gigabit L2 Managed PoE Switch, and Enterprise Server). Bids received in excess of the ABC shall be automatically rejected at bid opening.

1. The LEGAZPI CITY WATER DISTRICT now invites bids for the above Procurement Project. Delivery of the Goods is required Ninety (90) working days upon receipt of Purchase Order (P.O.). Bidders should have completed, within the last three (3) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. The payment terms shall be within ninety (90) calendar days from date of complete delivery and acceptance.

1. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

1. Interested Bidders may obtain further information from LEGAZPI CITY WATER DISTRICT and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM.

1. A complete set of Bidding Documents may be acquired by interested Bidders on October 14, 2026 to November 4, 2026 from the given address and website below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php5,000.00. The required fee(s) may be deposited to: Landbank – Legazpi Rotonda with Account No. 6272110458 and Account Name: Legazpi City Water District. The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person or through e-mail.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and at our website (https://legazpicitywater.gov.ph), provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

1. The LEGAZPI CITY WATER DISTRICT will hold a Pre-Bid Conference on October 22, 2026 at 1:00 pm at the LCWD Multi-Purpose Hall, Legazpi City Water District, Bitano, Legazpi City, and/or through video conferencing via Google Meet, which shall be open to prospective Bidders.
2. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before November 4, 2026 at 11:30 am. Late bids shall not be accepted.

1. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

1. Bid opening shall be on November 4, 2026 at 1:00 pm at the LCWD Multi-Purpose Hall, Legazpi City Water District, Bitano, Legazpi City.  Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

1. The LEGAZPI CITY WATER DISTRICT reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
