INVITATION TO BID

for

Procurement of Security Services for Eastern Samar District Engineering Office (ESDEO) Borongan City with Contract ID No. 26GIB0019

September 11, 2026

1. The Department of Public Works and Highways Eastern Samar District Engineering Office, through the funds GAA 2026 EAO intends to apply the sum of  Two Million Nine Hundred Ninety Seven Thousand One Hundred Twenty Pesos Only (₱ 2,997,120.00 )  being the Approved Budget for the Contract (ABC) corresponding to one (1) lot as payment under the contract for Procurement of Security Services for Eastern Samar District Engineering Office (ESDEO) Borongan City with Contract ID No. 26GIB0019. Bids received in excess of the ABC shall be automatically rejected at bid opening. 

1. The Department of Public Works and Highways Eastern Samar District Engineering Office now invites bids for the above Procurement Project. Required Delivery Date of Goods/Contract Duration is Three Hundred Sixty Five (365) Calendar Days upon receipt of the approved Notice to Proceed. Bidders should have completed, within the last three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instruction to Bidders).  

1. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

1. Interested Bidders may obtain further information from DPWH Eastern Samar District Engineering Office and inspect the Bidding Documents at the address given below during Mondays – Fridays @ 8:00 A.M. – 5:00 P.M.

1. A complete set of Bidding Documents may be acquired by interested Bidders on September 14, 2026 – October 6, 2026 at DPWH Eastern Samar District Engineering Office – Procurement Office, Brgy. Alang-Alang Borongan City Eastern Samar upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos Only (Php 5,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

1. The DPWH Eastern Samar District Engineering Office will hold a Pre-Bid Conference on September 22, 2026 at 10:00 A.M. at the Function Hall, DPWH Eastern Samar District Engineering Office, Brgy. Alang-Alang Borongan City Eastern Samar and/or through video conferencing or webcasting via livestreaming at youtube.com (DPWH Eastern Samar DEO Procurement LS), which shall be open to prospective bidders. 

1. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before October 6, 2026 until 9:00 A.M. Late bids shall not be accepted.

1. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

1. Bid Opening shall be on October 6, 2026 immediately after the deadline for the submission and receipt of bids at the Function Hall, DPWH Eastern Samar District Engineering Office, Brgy. Alang-Alang Borongan City Eastern Samar and/or via livestreaming at youtube.com (DPWH Eastern Samar DEO Procurement LS). Bids will be opened in the presence of the bidder’s representatives who choose to attend the activity.  

1. Summary for the Procurement Activities:

The DPWH Eastern Samar District Engineering Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
