PROCUREMENT OF SECURITY SERVICES FOR THE PROFESSIONAL REGULATION COMMISSION REGIONAL OFFICE I UNDER MULTI-YEAr contract

1. The PROFESSIONAL REGULATION COMMISSION - Regional Office I (PRC RO I) through the Government of the Philippines (GOP) General Appropriations Act
   (GAA) of FY 2026 intends to apply the sum of Seven Million One Hundred Ninety-Seven Thousand Five Hundred Eighty-Three Pesos (P 7,197,583.00) being the Approved Budget for the Contract (ABC) for Security Services in Professional Regulation Commission-Regional Office I (PRC RO I) Under Multi-Year Contract - Bid Reference No. ITB No. 2026-10-001. Bids received in excess of ABC of the Provision of Security Services in PRC Regional Office I shall be automatically rejected at bid opening. (Refer to Section VII. Technical Specifications)

1. The PRC RO I now invites bids of the above procurement project, in accordance with the provisions of Section 9, Rule II of Republic Act (RA) No. 12009 and its Implementing Rules and Regulations, otherwise known as the “New Government Procurement Act,”. Delivery of the Services is required by November 1, 2026 to October 31, 2029 and may be renewed on a yearly basis under a Multi-Year Contractual Authority (MYCA) subject to the conditions provided in the Terms of Reference. Deployment of security guards is required upon the receipt of the Notice to Proceed (NTP).

Bidders should have completed, within the last (5) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

1. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion^[1].

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens^[2].

1. Interested Bidders may obtain further information from PRC RO I BAC Secretariat and inspect the Bidding Documents at the address given below starting October 13, 2026 during office hours 8:00 AM to 5:00 PM from Mondays to Fridays, except holidays.

1. A complete set of Bidding Documents may be acquired by interested Bidders on October 13, 2026 from the address given below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos (P 10,000.00) [3]

It may also be downloaded free of charge from the website of the modernized Philippine Government Electronic Procurement System (mPhilGEPS) and the website of the Procuring Entity (www.prc.gov.ph), provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

The PRC RO I will hold a Pre-Bid Conference on October 20, 2026, 01:30 PM at PRC RO I Building, Government Center, Carmay East, Rosales, Pangasinan and/or through video conferencing via Zoom/MS Teams, which shall be open to prospective Bidders. For proper coordination, all interested bidders are hereby requested to submit their Letter of Intent to participate, including therein contact details (contact number and email address), and send to ro1.bac@prc.gov.ph on or before October 19, 2026.

1. Prospective bidders must submit clarifications at least 10 calendar days before submission deadline; BAC must issue Bid Bulletin response or amendment at least 7 calendar days before submission deadline.

1. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on or before November 3, 2026 11:00 AM at 2^nd Floor, PRC Regional Office 1, Government Center, Carmay East, Rosales, Pangasinan. Late bids shall not be accepted.

1. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

1. Bid opening shall be on November 3, 2026 1:30 PM at the PRC Regional Office I. Bids will be opened in the presence of the Bidders’ representatives.

1. The PRC RO I reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
