TERMS OF REFERENCE

1. PROJECT DETAILS

1. INTRODUCTION

The Department of Tourism (DOT) requires the immediate provision of a safe, reliable, and highly functional executive transport solution for the DOT Secretary. Due to the urgent operational requirements and immediate mobility needs of the Secretary for official functions, field inspections, and daily administrative duties, the DOT intends to enter into a short-term vehicle rental agreement pending the procurement of a permanent vehicle for the Secretary.

In alignment with the Department's commitment to championing sustainable practices and adhering to Republic Act No. 11697, otherwise known as the Electric Vehicle Industry Development Act (EVIDA), this urgent procurement prioritizes clean-energy mobility. To fulfill this immediate requirement while participating in the reduction of the country's reliance on imported fossil fuels, the DOT will utilize funds for the fifteen (15) day rental of one (1) Fully Electric or Hybrid Multi-Purpose Vehicle (MPV).

This rapid-deployment rental agreement will address the immediate executive transport gap, ensure uninterrupted operational efficiency for the Office of the Secretary, and serve as a concrete demonstration of the DOT's commitment to environmental stewardship and the green energy transition.

1. TECHNICAL SPECIFICATIONS

1. Vehicle Type & Capacity

• Rental of one (1) brand new or excellently maintained Battery Electric Vehicle (BEV) or Hybrid Electric Vehicle (HEV) Multi-purpose Vehicle (MPV)
• Body Color: Black
• Minimum seating capacity of six (6) passengers, including the driver
• Must be equipped with at least two (2) executive captain seats. These seats must feature dedicated armrests, reclining functionality, and ample legroom to serve as an effective mobile workspace for the Department Secretary.

1. Powertrain/Motor/Battery

• Must utilize gasoline or diesel paired with an electric motor
• Must have a maximum of 2500 cc engine displacement for gasoline and 3000 cc for diesel
• Automatic, Continuously Variable Transmission (CVT), or Single-Speed Automatic

1. Safety & Security

• Must be equipped with an Advanced Driver Assistance System (ADAS);
• Anti-lock Braking System (ABS) with Electronic Brakeforce Distribution (EBD), and Electronic Stability Control (ESC);
• Minimum of six (6) airbags (Front, Side, and Curtain);
• Must be equipped with 3-point seatbelts for the driver and all passengers;
• 360-degree Panoramic View Monitor or Reverse Camera with Rear Parking Sensors;
• Must be equipped with an engine immobilizer, and remote central locking; and
• Must have an Early Warning Device.

1. Comfort & Convenience

• Automatic Climate Control System
• Power steering, power windows, power door locks, and power tailgate/sliding doors

1. Maintenance, Servicing, and After-Sales

• The Lessor shall bear all costs for labor, parts, and supplies for any maintenance or repairs required during the 15-day rental period;
• In the event of a vehicle breakdown or if maintenance takes more than 24 hours during the 15-day period, the Lessor must provide a replacement vehicle of the same or higher specification at no additional cost to the DOT; and
• Must have an authorized EV/HEV capable service center operating within Metro Manila for immediate dispatch if needed.

1. Regulatory Compliance & Insurance

• The offered vehicle model must be officially included in the Department of Energy’s (DOE) Electric Vehicle Recognition List as HEV;
• The rental vehicle must have a valid LTO registration for the duration of the rental; and
• Must have Comprehensive Insurance and Third-Party Liability valid for the rental period.

1. Other Requirements

• Must have basic tool kit with a set of tools and jack, new spare tire, and floor matting;
• Must include privacy window tint on all glass panels (windshield, sides, and rear); and
• Must include factory or dealer-installed seat covers and alloy wheels (magwheels).

1. BIDDER QUALIFICATIONS

1. Must be at least five (5) years in the business as an authorized vehicle rental or leasing company of supplying hybrid or electric motor vehicles; and
2. Must be PhilGEPS registered.

1. DELIVERY PERIOD AND LOCATION

The Lessor must deliver the rental vehicle for the fifteen (15) day rental period upon receipt of the Purchase Order at the DOT Central Office, DOT Bldg., 351 Sen. Gil Puyat Avenue, Makati City.

1. TOTAL BUDGET

Three Hundred Twelve Thousand Five Hundred Twelve and 40/100 (P312,512.40), inclusive of applicable taxes and other charges.
