Prospective bidders should have experience in supplying the above bid items within the last two (2) years with an amount of at least 50% of the proposed item for bidding. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the implementing Rules and Regulations Part A (IRR-A) of Republic Act No. 12009, otherwise known as the New Government Procurement Act, and is restricted to organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, as specified in Republic Act 5183. Only bids from bidders who pass the eligibility check will be opened. Bids received in excess of the ABC shall be automatically rejected at Bid opening. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder who was determined as such during the post-qualification procedure.
