INVITATION TO BID FOR THE SUPPLY AND DELIVERY OF

1,025,331 rds. Ctg. 7.62mm LINKED (M80)

1. The Philippine National Police, through the General Appropriations Act (GAA) Fiscal Year (FY) 2026 intends to apply the sum of Sixty-Seven Million Nine Hundred Ninety-Nine Thousand Nine Hundred Fifty-One Pesos and Ninety-Two Centavos (PhP67,999,951.92) being the Approved Budget for the Contract (ABC) to payments under the contract for Supply and Delivery of 1,025,331 Rds. Ctg. 7.62mm Linked (M80) under Public Bidding No. 202612. Bids received in excess of the ABC shall be automatically rejected at bid opening.

1. The Philippine National Police now invites bids for Supply and Delivery of 1,025,331 Rds. Ctg. 7.62mm Linked (M80) under Public Bidding No. 202612. Delivery of the Goods is required within 150 calendar days from receipt of the Notice to Proceed. Bidders should have completed, at least five (5) years prior to the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

1. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

1. Bidding is open to all interested Bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR.

(Note: In case of foreign bidder, it shall either (a) enter into a Joint Venture (JV) agreement with a local bidder/supplier, or (b) appoint a duly authorized local representative. In the case of a local representative, the bidder shall submit the required authorization.)

1. Interested Bidders may obtain further information from the Philippine National Police and inspect the Bidding Documents at the address given below during office hours from 8:00 A.M. to 5:00 P.M.

1. A complete set of Bidding Documents may be acquired by interested Bidders on October 8, 2026 to October 27, 2026 from the given address and website(s) below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand Pesos (PhP50,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

1. The Philippine National Police will hold a Pre-Bid Conference on October 15, 2026 at 2:00 PM at LSS Conference Room (2^nd Floor), PNP LSS Building, Camp BGen Rafael T Crame, Quezon City, which shall be open to prospective Bidders.

1. Bids must be duly received by the LSS Bids and Awards Committee (BAC) Secretariat through manual submission at the office address located at the Procurement Division (2^nd Floor), LSS Building, Camp BGen Rafael T Crame, Quezon City on or before 1:00 P.M. of October 27, 2026. Submissions made from 1:01 PM to 2:00 PM shall be received at the LSS Conference Room (2^nd Floor) LSS Bldg, Camp BGen Rafael T. Crame, Quezon City. Late bids shall not be accepted.

1. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

1. Bid opening shall be on October 27, 2026 at exactly 2:00 P.M. at the LSS Conference Room, 2^nd Floor, PNP LSS Building, Camp BGen Rafael T Crame, Quezon City.  Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

 B. Award Criterion: Lowest Calculated and Responsive Bid.

1. The Philippine National Police reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70[1] of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
