Provision of Domestic Abuse Support Services

AI Summary

Derbyshire County Council is preparing to commission a comprehensive domestic abuse support service that will include a 24/7 helpline, Independent Domestic Violence Advisors (IDVAs) and coordinated community and accommodation care for victims and survivors of all genders. The service must be able to respond to assessed risk levels—standard, medium and high—across the whole county (excluding Derby City) and is expected to create a locally embedded, community‑based network that is fully accessible to all residents. The council is open to bids from both lead‑provider consortia and sole providers who can demonstrate how they will deliver the full range of support throughout the county footprint, with an initial three‑year contract commencing on 1 April 2027 and optional extensions for up to nine additional years.

To inform service design, the council has launched a soft‑market engagement, inviting stakeholders to contribute ideas and evaluate three commissioning models. An in‑person market engagement event is planned for April 2026, following an online questionnaire deadline of 19 December 2025. The procurement category is health and social work services (CPV 85000000), and the contracting authority will seek a provider capable of coordinating the helpline, IDVA outreach, and community/accommodation support to deliver a safe, effective, and well‑linked network across Derbyshire and Nottinghamshire. All support services must cater to victims and survivors across standard, medium and high risk levels, delivered via helpline, IDVA appointments, and community/accommodation support, with a local, community‑based approach linked to local partners.

Description

Derbyshire County Council (DCC) intends to commission domestic abuse support services including a helpline, IDVA's (Independent Domestic Violence Advisors) and community / accommodation support for victims and survivors of all genders across assessed levels of risk (standard, medium and high). It is anticipated that tenders for this service would be sought in July 2026, to enable a new contract to begin on 01 April 2027.
DCC is keen to ensure services deliver a local, community-based offer which is accessible to all and builds strong links with local people and partners. As such, we are keen to hear potential providers, stakeholder's and partners views on the potential commissioning options outlined in the attached documents. It is anticipated that an in-person market engagement event will be held in April 2026.
DCC will be open to bids from consortia with a lead provider or sole providers who can demonstrate how they would deliver the contract across the county footprint (excluding Derby City).
The contract length currently under consideration will be for an initial 3 years from April 2027, with the option to extend for further 3 periods of twelve months (+1+1+1). The funding for the model is allocated in the region of £3.1m to £3.8m per annum, with a potential financial envelope of £18.6m to £22.8m, if the extension option is taken. This will be finalised ahead of any procurement depending on additional budget secured from partners.
